All 17 Local Government Units (LGUs) in the National Capital Region (NCR) have been rated “Ideal Functionality” in the CY 2025 Local Council for the Protection of Children (LCPC) Functionality Assessment for the Performance Year 2024.

The functionality of the LCPCs is assessed across four (4) areas: 1) Organizational Sustainability, 2) Policies and Plans for Children, 3) Budget, and 4) Service Delivery Monitoring and Management for children. The assessment was conducted by the Regional Inter-Agency Monitoring Task Force-NCR (RIMTF-NCR), composed of the Department of the Interior and Local Government – National Capital Region (DILG-NCR), Department of Social Welfare and Development (DSWD-NCR), Metropolitan Manila Development Authority (MMDA), National Nutrition Council (NNC-NCR), Department of Education (DepEd-NCR), and Philippine Information Agency (PIA-NCR).

All NCR LGUs have demonstrated that children’s rights and welfare are institutionalized, integrated into local development plans and budgets, and translated into policies, programs, and activities that address all major areas of concern of children within their locality. 

This is a strong testament to the LGUs sustained commitment to uphold and promote child rights-responsive governance through their functional, relevant, and effective LCPCs.
