DILG-NCR has adopted two new systems set to ease tracking of documents, and identifying location of personnel deployed in the field.
The two systems called the Records Tracking Registry System (RTRS) and eLocator, were created by the Regional Information and Communication Technology Unit (RICTU), as part of the implementation of the region’s information technology plan.
RTRS aims to secure records, and provide real-time update on the action taken on documents received by the office. It also generates printable receipt for uploaded documents in the system.
Users can easily export uploaded documents in different supported formats. RTRS also has an audit trail which can track all the actions done to the document.
Currently, the RTRS is utilized in the regional office and DILG Manila Field Office. Said field office was chosen as pilot among the 17 field offices of the region due to the large volume of documents it receives daily, as DILG Manila is the region’s biggest field office in terms of number of personnel and barangays supervised.
The RTRS is also seen to complement the ISO Quality Management System (QMS) of DILG-NCR, a standard set by an independent, non-governmental organization that helps increase productivity, minimize errors, and enhance customer satisfaction. National government agencies under the executive branch has been mandated to subscribe to the said standards under Executive Order No. 605, which pushes for a government-wide quality management program.
On the other hand, the eLocator utilizes the Google cloud to identify the whereabouts of regional office personnel who are deployed in the field in fulfilment of their tasks. The system was set up for security and emergency purposes, to ensure that DILG-NCR personnel are all accounted for.
DILG-NCR Regional Director Maria Lourdes Agustin shared that the two systems are just among the initiatives of the region in incorporating information technology in transactions, noting that the office needs to grow and adapt with the times.
“Adaptability has been a core trait of DILG-NCR. As we envision to be the center for excellence in urban governance, it is just that we create avenues for the development and use of information technology to help ease processes in the region. These are just among our initiatives that we intend to continue and strengthen in the years to come,” she noted.
