holidays, the Regional Peace and Order Council-NCR (RPOC-NCR) approved Resolution No. 19, recommending banning firecrackers in the 17 NCR LGUs.

RPOC-NCR Chairperson Parañaque City Mayor Edwin Olivarez approved the said resolution last December 15 during its fourth quarter meeting which followed a hybrid format in accordance with health and safety protocols.

Olivarez led the meeting in Parañaque City Hall, and was joined by Vice Chairpersons NCRPO Chief PBGen Vicente Danao Jr., AFP JTF NCR Commander BGen Marcelian Teofilo, and Special Action Committee heads Bureau of Fire Protection-NCR Assistant Regional Director Supt Gary Alto, Philippine Drug Enforcement Agency-NCR Assistant Regional Director Irvin John Coderis, Head Secretariat DILG-NCR Regional Director Maria Lourdes Agustin, and DILG Parañaque City Director John Visca. The rest of the 56-member Council joined the meeting virtually.

Through the resolution, the Council requests all LGUs in the region to issue a resolution or ordinance banning firecrackers’ use to reduce the risk of firecracker-related injuries and prevent mass gatherings.

In 2017, Malacañang issued Executive Order No. 28, s. 2017 on the regulation and control of the use of firecrackers and other pyrotechnic devices and the designation of specific areas for the community fireworks display.

Given the circumstances brought by the pandemic, the Council’s resolution aims to discourage community gatherings during fireworks displays following health protocols and the Inter-agency Task Force on COVID-19 (IATF) guidelines.

Department of Health – Metro Manila Center for Health Development (DOH-MMCHD), a member agency of RPOC-NCR, thanked that body for supporting its campaign for a safe celebration of Christmas and New Year.

During the meeting, Dr. Laila Celino of DOH-MMCHD noted that the resolution is a boost for their campaigns. DOH campaigns for the holidays include Iwas Paputok for its fireworks-related injuries prevention, Healthy Handaan for safe and healthy food, BIDA sa Pagdiriwang for safe and healthy habits for COVID-19 prevention, and Ligtas na Regalo for safe gifts and toys. #
