The Regional Peace and Order-National Capital Region (RPOC-NCR) held its Third Quarter Full Council Meeting on September 20, 2024 at the Bulwagang Katipunan in the Caloocan City Hall, hosted by the City of Caloocan led by Mayor Dale Gonzalo “Along” Malapitan.

The Full Council Meeting was attended by the members of the RPOC-NCR Executive Committee Members and Special Action Committee (SAC) Leads, headed by RPOC-NCR Chairperson,  San Juan City Mayor Hon. Francisco Javier Zamora, together with DILG-NCR Regional Director and RPOC-NCR Head Secretariat Maria Lourdes L. Agustin, CESO III, Joint Task Force NCR Commander and RPOC-NCR Co-Vice Chairperson BGen Eric A Macaambac PN(M), Bureau of Fire Protection NCR Regional Director and SAC Lead on Public Safety FCSupt Nahum B Tarroza, and representatives from  National Capital Region Police Office Deputy Regional Director for Operations PMGen Ponce Rogelio Ibasco Peñones Jr, and Philippine Drug Enforcement Agency NCR, Assistant Regional Director Laura P. Nebato; and heads and representatives of RPOC-NCR member agencies.

RPOC- NCR Chairperson commended the members in continuing to champion peace and order and public safety for the region, developing and implementing policies and programs, imperative to address the most recent peace and order and public safety concerns, particularly on the areas of crime reduction in POGOs, and disaster preparedness and response to Typhoon Carina’s destruction.

Among the peace and order concerns include the discussion of strategies for security preparations in line with the Filing Period for the Local and National Elections in 2025, and the Asia Pacific Ministerial Conference on Disaster Risk Reduction in October 2024.

Moreover, the Council approved and adopted the resolution to support the localization of the National Action Plan for MPOX formulated by the Department of Health aimed to control the transmission of Monkeypox (MPOX), and maintain zero mortality rate in the Philippines. The localization of the MPOX Action Plan enjoins the LGUs to enforce the Prevent-Detect-Isolate-Treat-Reintegrate measures through issuance of local policies and financing programs for surveillance, testing, contact tracing, and treatment of cases.

Additionally, Philippine Coast Guard Commodore Jay Tristan Tarriela sought the support of the RPOC-NCR to the government’s Transparency Initiative in line with the country’s fight for territorial integrity and uphold sovereignty over the West Philippine Sea, amidst the proliferation of disinformation in social media platforms.

Likewise, RPOC Chairperson Zamora proudly announced the start of localized reservist enlistment in San Juan. Mayor Zamora encouraged the members of the council to call on their LGU functionaries, barangay officials, and constituents to institutionalize the localized enlistment process, since this initiative allows public servants to fully grasp and heed the call in times of disaster and calamities.

“Dapat tayo ay handang tumulong sa paraan na alam natin ang kaya nating gawin. Himukin natin ang ating mga kasama sa lungsod mula sa mga kawani sa mga departamento at pati na rin sa barangay na magtraining bilang mga reservists para tayo ay may kaalaman sa pagresponde,” he mentioned.

The Regional Peace and Order Council-National Capital Region continues to extend its efforts in responding to timely issues concerning peace and order and public safety by intensifying its initiatives by both informing and involving the citizenry in its mandate.
