DILG has come up with an internet-based system that monitors plan formulation, funding requirements and accomplishments under the Peace and Order and Public Safety (POPS) plans of local government units.
Dubbed as Peace and Order and Public Safety Plan Policy Compliance Monitoring System (POPSP PCMS), the online application is one of the innovative programs of DILG that merges local governance and technology.
POPS plans are created by Local Peace and Order Councils (LPOCs), one of the key LGU councils tasked to lead initiatives for public safety. Following DILG Memorandum Circular 2015-128, LPOCs are required to create a term-based plan that contains LGU programs, projects and activities in maintaining peace and order in communities.
DILG serves as Secretariat of the LPOCs and leads in the monitoring and consolidation of POPS Plans, as well as the provision of reports to the National Peace and Order Council (NPOC), which is a recommending body in concerns on public safety.
DILG-NCR key field office personnel and their respective LGU counterparts attended the POPSP PCMS rollout held in Mandaluyong City last August 18.
Status of the POPS Plans of the 17 NCR LGUs were presented to the participants, in line with the workshop for the use of the DILG Intranet where the system is incorporated.
Participants were able to do a hands-on exercise through the encoding of the approved POPS plans and accomplishments for the first semester.
DILG-NCR Regional Director Maria Lourdes Agustin encouraged participants to take advantage of the technology in reaching their targets in maintaining peace and order, noting that the DILG will continue to find avenues in promoting technology in local governance.
