
The 2025 Newly Elected Officials Performing Leadership for Uplifting Service (NEO PLUS) Program in the National Capital Region, spearheaded by the Department of the Interior and Local Government – National Capital Region (DILG-NCR) in collaboration with the Local Government Academy (LGA), reaffirmed the strategic importance of local governance in driving regional and national progress.
Delivering an inspiring keynote address during a high-level executive luncheon meeting held on August 8, 2025 at Conrad Manila in Pasay City, DILG Secretary Juanito Victor C. Remulla highlighted Metro Manila’s vital role in shaping national progress and called for a unified front among the region’s leaders.
“If Manila rises, the country rises-but only if we rise together,” he remarked, commending NCR LGUs for their leadership in reducing crime, improving public service delivery, and advancing meaningful regional reforms.
He also issued a resounding call to Metro Manila Mayors and Vice Mayors to embrace leadership anchored in purpose and measured by real impact. In a region that contributes 36% of the national GDP and serves over 16 million people, he emphasized that the role of local governments is not only administrative but also transformational. Secretary Remulla further noted that the increasing public trust in institutions, the improved peace and order situation, and the alignment of LGU actions across Metro Manila signify that meaningful reform is possible when leaders act collectively and decisively.
Citing the value of concrete results, Secretary Remulla urged Metro Manila’s local leaders to lead with purpose. Calling this the best time to be a local leader,’ he emphasized the pivotal role of LGUs in driving national recovery and reform. He reminded them that in times of crisis, citizens look first to their local governments; thus, mayors and vice mayors must respond with speed, decisiveness, and compassion. He challenged NCR officials to lead with courage, deliver enduring change, and demonstrate that transformative governance begins at the grassroots of public service.
As the NEO Plus Program charts the path for a stronger and more resilient Metro Manila, the call is clear: local leaders must unite, govern with purpose, and create tangible results. Through solidarity, resolute leadership, and steadfast dedication, true transformation will take root where it matters most—at the very heart of public service.
