DILG-NCR led the Reorientation on the Peace and Order and Public Safety Plan and Policy Compliance Monitoring System (POPSP PCMS) and Confidential Fund Management and Utilization last February 17 and 18.

The Peace and Order and Public Safety (POPS) Plan, as contained in DILG Memorandum Circular No. 2019-143, is a 3-year term-based plan covering programs, projects, and activities that address peace and order and public safety issues of the LGUs.

DILG, which serves as the secretariat to the peace and order councils, created the POPSP PCMS to monitor POPS plans implementation. It is an online database that aims to help plan, implement, monitor, and generate reports. The system also serves as a guide for the determination of Confidential Funds.

The use of POPS PCMS is also part of DILG’s efforts to shift online, in the light of the pandemic, to continue to provide unhampered services to LGUs.

Regional Director Maria Lourdes Agustin noted that in line with the new normal, the DILG-NCR “have to adapt to the new normal and utilize the online systems at its disposal to continue providing matino, mahusay, at maaasahang DILG brand of service to clients.”

Key personnel from the DILG Bureau of Local Government Supervision (BLGS) served as resource speakers, including LGOO V Brenda Fontamilla, PDO III Reo Claire Alosado, PDO III Paul Matthew Galasinao, ITO I Simeon Tolentino, and PDO III Kristine Mari Miranda.

Participants of the activity are the Cluster Heads and POPSP PCMS Focal Persons of the 17 Field Offices. They were trained on the system’s efficient use; guidelines on the Entitlement, Release, Reporting, and Audit of Confidential Funds and the draft guidelines on the Peace and Order Council Performance Audit for CY 2021 were also tackled.

Moreover, DILG-NCR Local Government Monitoring and Evaluation Division Chief Elsie Castillo encouraged the field officers to comply with the timely submission of accomplishment reports, noting that POPSP PCMS is one of the criteria in the Seal of Good Local Governance (SGLG) and the Peace and Order Council (POC) Performance Audit. #
