The Department of Interior and Local Government – National Capital Region (DILG-NCR) recently convened a meeting of the Manila Bay Clean-up, Rehabilitation, and Preservation – Program Management Team (MBCRP-PMT) to formalize the partnership among the member agencies of the Regional Inter-agency Committee (RIAC). The RIAC undertakes the Local Government Unit Compliance Assessment (LGU CA) of local governments covered by the MBCRP program.
The meeting, held on July 21, 2023, at General Madriaga Hall, Bureau of Fire Protection (BFP) National Headquarters in Quezon City, was attended by representatives from various agencies comprising the RIAC, namely, the Department of Environment and Natural Resources – NCR (DENR-NCR, DENR-Environmental Management Bureau-NCR (DENR-EMB-NCR), Department of Public Works and Highways – NCR (DPWH-NCR), Department of Health – Metro Manila Center for Health and Development (DOH-MMCHD), Metro Manila Development Authority (MMDA), Department of Human Settlements and Urban Development (DHSUD), National Housing Authority (NHA), and the Metropolitan Waterworks and Sewerage System (MWSS), alongside its two concessionaires, Maynilad and Manila Water.
The DILG-NCR underscored the significance of the MoU in further enhancing the cooperation between the DILG-NCR and the RIAC members.
LGOO VI Marlon Clyde S. Camilon discussed the possibility of creating a sub-RIAC to streamline the work of the MBCRPP’s LGU CA, drawing inspiration from the Seal of Good Local Governance (SGLG) assessment process. This sub-RIAC shall be tasked with conducting the initial document review, participating in on-site validation, and submitting their findings to the RIAC.
The meeting concluded with remarks from Local Government Monitoring and Evaluation Division (LGMED) Chief Raymond Gerard E. De Asis, who expressed his gratitude to all participants for their active engagement and insightful contributions throughout the session. He assured them that all suggestions, recommendations, and inputs will be submitted to the corresponding authorities to further strengthen the provisions of the MoU.
