To sustain knowledge management gains in the context of the new normal, the DILG-NCR Local Governance Regional Resource Center (LGRRC-NCR) launched the Banyuhay project in March.

Established in 2010, LGRRC-NCR aims to strengthen and capacitate local government units through effective and efficient knowledge management to pursue excellence in local governance.

LGRRC-NCR created the Banyuhay project to ensure that effective knowledge management will continue in the organization and will be able to adapt to the realities of the global health crisis.

Banyuhay aims to open meaningful discourse among DILG-NCR personnel to foster knowledge sharing and find areas for collaboration and innovation to help them carry out the department’s mandate and provide quality services to clients effectively.

With the limitations set by the pandemic, Banyuhay will help DILG-NCR personnel adopt a mindset geared toward digital transformation, such as the use of integrated systems, embracing interactive online training for capacity development, and digitization of transactions for effective remote work.

The project will also be part of the strategy of DILG-NCR in communicating the Supreme Court’s Mandanas-Garcia ruling on local government shares on internal revenue allotment (IRA), which is expected to shift the role, functions, and services of LGUs in its implementation in 2022.

DILG-NCR OIC Assistant Regional Director Atty. Ana Lyn Baltazar-Cortez, who serves as LGRRC-NCR Program Manager, expressed that the Banyuhay project centers on engaging DILG-NCR personnel in local governance conversations, especially in the anticipated further devolution.

It is also designed to empower them to use technology to carry on with their roles and responsibilities in their areas of assignment, and will also be a jump-off point for possible collaborations with partners and stakeholders.

“Banyuhay means a new life, a metamorphosis. With this project, we hope to mold an organization designed for the new normal. And as the lead agency for the implementation of the Mandanas-Garcia ruling, we look forward to collaborating with different sectors as the Mandanas-Garcia ruling has an impact not only in local governance but in our lives as residents of LGUs”, she noted.

LGRRC-NCR has been recognized for its knowledge management innovations. It is the first DILG resource center to promote virtual classrooms for accessible learning with the Barangay Newly Elected Officials Online Portal or BNEO Online in 2018.

It also utilizes integrated systems designed for data-driven decision-making and to maintain quality in its processes. Currently, DILG-NCR uses ten online systems to ease transactions between its regional and 17 field offices.

It has also made its way into the international arena, contributing to the management of world leaders’ meetings in APEC 2015, ASEAN 2017, and ADB 2018, and the Miss Universe pageant.

LGRRC-NCR also successfully established linkages with different development organizations to facilitate local and international scholarships for LGOOs to build DILG-NCR’s pool of experts in different local governance facets. #
