
The 2nd Quarter 2025 Regional Peace and Order Full Council Meeting was held at the Hinirang Hall in Camp Bagong Diwa, Taguig City on June 19, 2025. DILG Secretary Juanito Victor “Jonvic” C. Remulla was in attendance, and was joined by RPOC Chairperson Francis Zamora, RPOC Secretariat Head DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, and NCRPO Regional Director PBGen. Anthony A. Aberin.
Among the local chief executives in attendance were Mayor Maria Sheilah “Honey” Lacuna of Manila, Mayor Rozzano Rufino “Ruffy” Biazon of Muntinlupa, Mayor John Reynald Tiangco of Navotas, Mayor Victor Ma. Regis Sotto of Pasig, Mayor Laarni Cayetano of Taguig, Mayor Weslie Gatchalian of Valenzuela, and Vice Mayor Carlo Santos of Pateros.
In the full council meeting, DILG Secretary Remulla proposed a “buy one, give one” initiative to Metro Manila mayors, wherein the national government will match every police vehicle purchased by a local government with an additional unit. Speaking during the Regional Peace and Order Council–National Capital Region (RPOC–NCR) meeting in Taguig, Remulla said the initiative aims to enhance the police vehicle-to-population ratio and improve emergency response times across the NCR.
“What I’m proposing is a back-to-back strategy, local governments buy one vehicle, and the national government provides another,” Remulla told local chief executives.
He explained that the proposal aligns with President Ferdinand Marcos Jr.’s directive to strengthen emergency and crisis response capabilities nationwide.
“There is a clear disparity in police mobility resources,” Remulla noted. “Metro Manila, with over 14 million residents, has only 635 police vehicles. In comparison, Cavite, with just 4.5 million people, has 801. This imbalance must be addressed.”
To complement the initiative, the DILG also plans to acquire more police motorcycles tailored to the riding skills of personnel. “Fifty percent of our police force cannot drive, but 90 percent know how to ride a scooter. That’s a gap we must bridge,” he added.
Secretary Remulla also announced the upcoming procurement of mini fire trucks capable of navigating narrow alleyways in densely populated communities, aiming to improve fire response efficiency, as well as a complementation of ambulances.
Additionally, the turnover of 41 electric vehicles recently acquired by the City Government of Valenzuela through the 2024 Local Government Support Fund (LGSF), promoting eco-friendly mobility and enhanced law enforcement operations was also presented. Mayor Wes Gatchalian conveyed his appreciation to the LGSF program, and laid out his plans for the fleet of vehicles which demonstrated the city’s commitment to clean energy and sustainable progress, as well as the city’s initiatives on increasing police visibility.
A presentation of the accomplishments of the Special Action Committees of Public Safety (PS), Crime and Disorder, Anti-Illegal Drugs (AID), Violent Extremism and Insurgency (VEI) from the RPOC 2022-2025 term was also led by Regional Director Agustin.
Towards the end of the full council meeting, the Philippine Drug Enforcement Agency (PDEA) Regional Director Emerson Rosales, presented RPOC Chairperson Mayor Francis Zamora a certificate of recognition officially declaring the City of San Juan as the National Capital Region’s first drug-cleared city.
The DILG reaffirmed its commitment to providing local government units with the necessary tools and resources to effectively serve and protect communities across the National Capital Region.
