The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through the Project Development and Management Unit (PDMU), conducted the Training on Results-Based Monitoring and Evaluation of Local Government Unit Infrastructure Projects (RLIP) Enrollment into the SubayBAYAN at Max’s Restaurant, Quezon Avenue, Quezon City.

Attended by SubayBAYAN Encoders from the 17 NCR LGUs and RLIP Focal Persons of the DILG Field Offices, the activity aimed to equip participants with the knowledge and skills necessary for enrolling 2024 infrastructure projects and completing accomplishment documents for both 2022 and 2023 projects. Additionally, the training served as a platform for identifying and addressing LGU concerns related to these processes.

In his welcoming remarks, Local Government Capability Development Division (LGCDD) Acting Chief Luigi D.C. Pilarta emphasized the importance of proper documentation and transparency in implementing LGU projects, highlighting the SubayBAYAN Portal as a significant tool. 

Shortly after, PDMU Chief Dennis R. de Paz explained that the activity was designed to ensure the enrollment of all infrastructure projects under the 20% Development Fund of the LGUs’ Annual Investment Plan (AIP) into the SubayBAYAN Portal and encourage LGUs to utilize the SubayBAYAN to ensure project adherence to established guidelines and minimum quality standards.

Project Evaluation Officer (PEO) II Joen Nikolai S. E. Nacario of the PDMU-NCR then proceeded with his discussion on the DILG Memorandum Circular no. 2022-050, which outlines the roles and responsibilities of various entities involved in the implementation process of projects under the RLIP. He also presented the status of FY 2022, 2023, and 2024 projects per LGU, as well as the documents needed to tag the said projects as completed.

Following this, Information Systems Analyst (ISA) II Fritz John D. Gabrinez of the PDMU-NCR showcased the features of the SubayBAYAN Portal, which serves as  the official portal of the Department for reporting, monitoring, and providing the public with accurate information of the projects being implemented. Additionally, he discussed in detail the process of creating accounts, enrolling projects, geotagging, and encoding RPMES forms into the said system.

Towards the end, participants engaged in a workshop on encoding FY 2024 infrastructure projects into the SubayBAYAN Portal. After the said session, 100% of NCR LGUs’ 2024 infrastructure projects were successfully enrolled.

PDMU Chief de Paz concluded the activity by expressing his gratitude towards the participants. He also reiterated the PDMU-NCR’s commitment to supporting the LGUs and regularly monitoring the progress of these projects. 

The DILG-NCR remains dedicated in its efforts to capacitate NCR LGUs to ensure the effective and transparent implementation of infrastructure and other locally-funded projects in the National Capital Region.
