In a significant move toward strengthening public service delivery and transparency, the DILG National Capital Region (DILG-NCR) has commenced strategic preparations for the implementation of key initiative such as the LegalCARES, and the Open Government Partnership (OGP) Orientation, as well as the discussion of updates on program deliverables in the Planning Officers’ Meeting all of which was held on May 16, 2025.

The Legal Complaints Analysis, Resolution and Enforcement System (LegalCARES) is an enhanced mechanism that monitors the status of complaints lodged to the Department. Through the LegalCARES orientation, the Department is expected to establish a more streamlined process of handling complaints while improving transparency and increasing visibility in taking proactive steps in monitoring.

Meanwhile, the Open Government Partnership orientation marks DILG-NCR’s commitment to participatory governance, transparency, and accountability, in line with the Philippines’ broader involvement in living out the principles of Open Government Partnership. The OGP orientation to the DILG-NCR personnel emphasizes actively streamlining open government practices with local government units in the National Capital Region.

Lastly, the Planning Officers’ Meeting served as a platform to review regional performance indicators, garner feedback on the Department’s strategic roadmap, and identify areas for capacity development among local government units, especially during the post-election season. Updates on program deliverables from the divisions were laid out and an open forum ignited discussions on critical steps moving forward.

As DILG-NCR continues to champion innovations in governance, this strategic convergence as shown through these three activities underscores the Department’s commitment to delivering meaningful, citizen-centered programs that promote integrity, empowerment, and inclusive growth.
