In an effort to uphold its aspiration to transform and empower local government units (LGUs) in the National Capital Region (NCR), the DILG-NCR, through the Local Government Capability Development Division (LGCDD), and in partnership with the Anti-Red Tape Authority (ARTA), conducted a training-workshop on Strengthening Barangay’s Efforts to Enable Business and Investments: A Coaching Session on Citizen’s Charter Development last September 5, 2024 at Max’s Restaurant, Quezon Avenue, Quezon City.


The said training-workshop aimed at enabling strategic actions to capacitate the NCR LGUs and increase compliance rate to the provision of Republic Act No. 11032, known as the Ease of Doing Business (EODB) and Efficient Government Service Delivery Act of 2018.

Local Government Operations Officer V Jonathan O. Garbo of the LGCDD recognized the crucial role of each barangay in implementing the ease of doing business to communities and urging barangay functionaries to establish efficiency concerning the systems on the service standards they have set.

“Ang DILG-NCR, kasama ang aming mga partner sa national government agencies gaya ng ARTA, ay nagtutulong-tulong sa pagsasaayos ng sistema o transaksyon sa pamahalaan upang maisakatuparan ang tinatawag nating bureaucratic efficiency,” LGOO V Garbo highlighted.

Shortly after, ARTA-Compliance Monitoring and Evaluation Office (CMEO) Division Chief Zenaida V. Mataverde provided an overview of the program, while Atty. Garri Atayde of the ARTA-Legal Division discussed the provisions of RA 11032. This was followed by an orientation on the Client Satisfaction Measurement Report (CSMR) and the Guidelines of the Citizen’s Charter facilitated by ARTA-CMEO Project Development Officers III Carlo Luigi Asis and Francis Grabriel Santos, respectively.

Participants from the local government units from the National Capital Region actively engaged in a workshop on crafting the Barangay Local Government Units’ (BLGUs) Citizen’s Charter, where they were apprised on properly and effectively coming up with their own Citizen’s Charter. 

To conclude the activity, ARTA-CMEO Director Grace L. Fernandez reiterated the agency’s commitment to assist barangays on the development of their respective Citizen’s Charter to ensure a more transparent and accountable governance. 

The DILG-NCR remains dedicated in its efforts to support local barangays in meeting the features of the EODB, in pursuit of creating a business-friendly and competitive environment within the LGUs in the National Capital Region.
