DILG-NCR’s LGOO VI Abigayle C. Baligod passed the Assessment Center, the second stage of the four-part eligibility process required for entry into the Career Executive Service (CES).

As with all candidates applying for full eligibility in the CES, Ms. Baligod will further undergo a series of rigorous qualifying tests and assessments involving written examinations, interviews, and actual performance validations, among others.

Upon successful completion of the eligibility process, Ms. Baligod will join the elite managerial class of Public Leaders and carry the corresponding CESO rank wherever in the government she may be appointed to.

In a related development, three LGOOs II and III completed the Apprenticeship Program of the Local Government Academy (LGA) which ran from September 1, 2021 to December 17, 2021. The three LGOOs, who are part of the 53rd batch of the program are Mandy Alqueza, Raphael Crisanto Calico, and Fred Ahriz Estorninos.

The two-and-a-half-month apprenticeship is a Competency-Based Training (CBT) program designed to equip LGOOs with the core skills and values needed to become effective “Catalysts for Excellence in Local Governance”.

The current apprenticeship program reflects the strategic pivot in the functional relationship between the DILG and LGUs from community development to change management, and from regulation and supervision to coordination and facilitation.

The DILG-NCR personnel abovementioned represent the next generation of leaders in the DILG-NCR’s organization. Their professional growth is a testament to DILG-NCR’s focus on its human capital and longstanding policy of continuous organizational improvement as the institution faces a future of ever-increasing challenges and complexity.
