
In continuation of the Human Resource Development by Progressing Excellence in Nurturing Empowered Technical Officers (HRD PrE-NEO): Capability Enhancement on Local Development Planning Fundamentals Training, participants from the 17 DILG-NCR Field Offices immersed themselves in various lectures and workshops covering the final steps in preparing the Comprehensive Development Plan (CDP) today, June 18, 2025.
Local Development Planning Division Chief Arce P. Fajardo of the DILG Bureau of Local Government Development spearheaded the discussion on the prioritization of programs, projects, and activities (PPAs), guiding participants through the process of effectively transforming goals into actions. He also discussed the Local Development Investment Program (LDIP), which comprises Step 4 of the CDP preparation process.
Subsequently, DILG Caloocan Field Office Cluster Head Helen A. Verzosa facilitated a refresher on Step 5, which delves into the preparation of the needed implementation instruments and authority levers. She then provided an overview of the CDP review process, focusing on the form, process, content, and mainstreaming concerns.
The HRD PrE-NEO Training forms part of the Department’s preparatory initiatives for the regional implementation of the Newly Elected Officials Performing Leadership for Uplifting Service (NEO PLUS+++) Program, which aims to equip newly elected and re-elected officials with the skills, knowledge, and tools needed to deliver responsive public service and promote excellence in local governance.
