Marking a significant milestone during the conduct of the third Tangguyob, DILG-NCR was joined by DOST-NCR, DSWD-NCR, and MMDA to complete for the first time all lead agencies from the four disaster thematic pillars. These agencies presented their outputs and innovative approaches, ensuring alignment with the National Disaster Risk Reduction and Management Plan (NDRRMP).

Initially focused on disaster preparedness, the quarterly convergence has evolved into a collaborative platform for stakeholders to harmonize programs and initiatives, fostering resilience and effective disaster risk management.

During the event, the MMDA, as the lead agency for Disaster Rehabilitation and Recovery, committed to consolidate accomplishments and planned programs with agencies such as the Department of Agriculture and the DSWD-NCR. Meanwhile, the DOST-NCR, heading Disaster Prevention and Mitigation, partnered with the Department of Finance to identify insurance categories for MSMEs affected by disasters and to consolidate mitigation programs. The Department of Trade and Industry (DTI) committed to empowering MSMEs by localizing disaster risk reduction and management capacity-building efforts through LGU-led training in business continuity planning.

The Department of Human Settlements and Urban Development (DHSUD) proposed enhancing LGU capabilities in geographic information systems (GIS) to strengthen disaster planning. Under the Disaster Preparedness Pillar, led by the DILG-NCR, the League of Local Disaster Risk Reduction Management Officers announced plans to initiate a region-wide earthquake drill by 2025, highlighting a proactive approach to disaster readiness.

Local Government Units also shared best practices during the session. Navotas City outlined plans to collaborate with neighboring cities on a tsunami contingency plan, establish evacuation facilities in compliance with Camp Coordination and Camp Management (CCCM) standards, and advocate for competency certifications for disaster risk reduction and management personnel. Muntinlupa City emphasized its efforts to localize NDRRMC warnings, provide regular weather updates, and share traffic information through LED displays, ensuring timely and localized dissemination of critical information.

As part of future initiatives, the DILG-NCR introduced an integrated DRRM system for LGUs (IDRRM4LGUs System), a shared platform designed to centralize data collection and sharing among stakeholders, enhancing data-driven disaster management. The DSWD-NCR, as the lead agency for Disaster Response, announced plans to pilot Project RESOLVE, a unified disaster reporting platform, and to establish a Technical Working Group to standardize reporting processes, with NCR as the initial implementation area.

Since its inception, Tangguyob has remained a driving force for collaboration in making Metro Manila resilient. Looking ahead, planned activities for 2025 will further strengthen disaster management and advance resiliency efforts across the region.
