
In a continued effort to bolster local governance and support the development of effective leadership at the grassroots level, the Department of the Interior and Local Government (DILG), through the Local Government Academy (LGA), hosted the Transformative Leadership for Elevated Governance: Introductory Course for Provincial Officials. This training program took place on July 9-11, 2025 at The Heritage Hotel in Pasay City, Metro Manila, and was designed to provide newly-elected provincial officials with the essential tools and knowledge they need to navigate the challenges of governance and lead with purpose and efficiency.
During the three-day learning activity, the DILG National Capital Region highlighted its Local Governance Resource Center (LGRC) through an engaging exhibition booth. Spearheaded by Regional Director Maria Lourdes L. Agustin, CESO III, the exhibit featured a comprehensive suite of knowledge products, capacity development initiatives, and learning programs designed to support and strengthen local governance.
Among the key materials presented were manuals, toolkits, and online resources aimed at enhancing the capabilities of local government units (LGUs) and various stakeholders. The Regional Information and Communication Technology Unit (RICTU) of the DILG-NCR also introduced several of the region’s innovative systems, including the Legal Complaints Analysis, Resolution and Enforcement System (LegalCARES), a digital platform designed to streamline complaint handling, promote transparency, and enhance monitoring efforts within the National Capital Region.
In addition, digital copies of the DILG-NCR’s 2024 Annual Report were made available to attendees, further emphasizing the region’s commitment to accessible and accountable governance.
The Transformative Leadership for Elevated Governance course is one of many initiatives under the NEO PLUS Program, which aligns with DILG’s mission to develop competent and effective local leaders. By fostering a new generation of well-trained and visionary officials, the DILG aims to build a more resilient, inclusive, and progressive Philippines.
