The Department of the Interior and Local Government – National Capital Region (DILG-NCR) convened its Annual Quality Management System (QMS) Planning, led by the members of the QMS Secretariat. Attended by 17 field offices and their respective regional process owners, the session aimed to align goals and enhance quality initiatives across the region.

In her opening message, Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV, focused on the value of building on past experiences.

“We’re not starting from scratch. Our lessons—wins, challenges, and even growing pains—are all stepping stones guiding us forward,” she mentioned.

The planning featured presentations from the QMS Secretariat members, including an overview by Cezar Roman G. Caranding, ADAs III and discussed the recent Organizational Level QMS Planning by the Secretariat Head, Accountant Rhodalyn O. Panganiban. The participants were divided into groups which crafted strategic outputs incorporating key elements from the ISO 9001:2015 Amendment on Climate Change and the ROAR (Risk Opportunity Assessment Register).

Regional Director Maria Lourdes L. Agustin, CESO III, in her closing remarks,  commended the active engagement of personnel in the discussions. 

“Quality doesn’t happen by accident. It stems from intentional planning, consistent execution, a shared vision, and habit. Today, we’ve laid the foundation for continued excellence in 2025 and beyond,” RD Agustin said in commendation of the active participation of personnel in the activity.

With renewed commitment and collaboration, the DILG-NCR solidifies its journey toward a culture of quality, making QMS not just a system, but a habit of maintaining excellence.
