The DILG National Capital Region held its annual Management Review, bringing together key officials, including representatives from the17 Field Offices, QMS focal persons, as well as Regional Office personnel in the Matino Room of the DILG-NCR Regional Office on February 26, 2025. This collaborative effort aimed to assess the organization’s performance, strengthen programs, and reinforce the undertaking of enhancing local governance in Metro Manila. Included in the review were the assessment of opportunities for improvement and the discussion of changes to be made in the quality management system and its policy and objectives.

In the opening remarks, Assistant Regional Director Atty. Ana Lyn R. Baltazar- Cortez, CESO IV emphasized that the management review entails immense responsibility.

“We are not just managers or implementers of policies—we are catalysts of transformation, enablers of good governance, and stewards of quality service that directly impact the lives of our constituents. Every decision we make, every strategy we refine, and every process we enhance contributes to building a more efficient, accountable, and people-centered government,” ARD Baltazar-Cortez mentioned.

In the management review, among the many information on the quality management system assessed included trends in customer satisfaction and feedback from parties, process performance and conformity of products and services, monitoring and measurement results, audit results and performance of external providers.

In closing, Regional Director Maria Lourdes L. Agustin, CESO III underscored the capacity of continuous improvement and teamwork in delivering quality public services. 

“We need to be diligent in taking into consideration the status of actions taken from previous management reviews, the adequacy of resources, and the effectiveness of the actions taken in addressing the risks and opportunities. We expect the process owners and QMS Secretariat to closely monitor the implementation of the enrolled QMS processes under their responsibilities,” RD Agustin mentioned.

Through open discussions and strategic planning, the Department reaffirm its dedication to excellence, transparency, and accountability. With clear and concrete action plans ahead, the DILG National Capital Region is ready to take on challenges and drive its personnel and systems for good governance to even greater heights.
