In line with the celebration of the National Disaster Resilience Month (NDRM) 2021, the DILG-NCR has started to finalize its Public Service Continuity Plan (PSCP) in partnership with the Philippine Disaster Resilience Foundation (PDRF), Office of Civil Defense (OCD) and National Disaster Risk Reduction and Management Council (NDRRMC), among others.

The formulation of the said plan is in compliance with NDRRMC Memorandum No. 33, s. 2018 and No. 57, s. 2020 and Civil Service Commission (CSC) Memorandum Circular (MC) No. 2, s. 2021, enjoining government agencies to formulate their respective PSCPs for the purpose of ensuring the continuous delivery of essential agency functions notwithstanding any emergency or disrupting event.

Conformably, the DILG-NCR enrolled in PDRF’s Public Service Continuity Planning and Mentoring Program, which started last July 12 and runs until the end of this month. The mentorship program is designed to help government offices and local government units (LGUs) draft, update or finalize their respective PSCPs, using a blended learning approach, which combines self-paced online modules (that participants can access and accomplish anytime) and webinar workshops involving in-depth discussion and hands-on formulation of PSCP.

Through the said mentorship program, DILG-NCR can ensure that its own PSCP is aligned with the requirements of the PSCP guidebook and fully in accord with pertinent public service continuity policies. In addition, it will help the DILG-NCR finalize its PSCP taking into account the COVID-19 situation in Metro Manila, the fluidity of which may require DILG-NCR to make appropriate and necessary adjustments in the exercise of its supervisory functions over LGUs.

After completing the program, the DILG-NCR is expected to complete its own PSCP by August 2021.#
