DILG Quezon City Field Office led the orientation of newly-appointed Sangguniang Kabataan (SK) and Local Youth Development Council (LYDC) Officials of Quezon City last May 16.
The virtual training was conducted through the DILG Quezon City Local Governance Resource Center (LGRC) in coordination with the QC Local Youth Development Office (LYDO) and QC SK Federation.
As mandated by the SK Reform Law, SK and LYDC officials shall undergo mandatory training as a requirement before assuming their official duties and functions.
In her message, Quezon City Mayor Joy Belmonte noted that leading the youth of today comes with great challenges and said that the country banks on the potentials and creativity of the young Filipino minds to continue living up to the promise of being the hope of the nation.
DILG Quezon City Director Emmanuel Borromeo laid down the activity’s objectives and highlighted the importance of learning in becoming influential youth leaders of today. He said that learning and leading go together; a leader cannot lead without the knowledge and desire to learn.
Quezon City SK Federation President Noe Lorenzo Dela Fuente III reminded the newly-appointed officials that leading the youth in the current time demands commitment and hard work, given the problems faced by young people in the pandemic.
Resource persons of virtual training include Director Alicia Celestino of the University of the Philippines National College of Public Administration and Governance – Center for Local and Regional Governance, Mr. Armando Angeles Jr. of the National Youth Commission (NYC), Director Cardito Callangan of QC Human Resource Management Department (HRMD), Ms. Cora Maribao and Ms. Johanna Mae Torre of QC Budget Office, Ms. Dianne Raza of Local Youth Development Office (LYDO).
They were joined by DILG Quezon City Cluster Heads Atty. Raymond Alcantara and Marianne Anceno, LGOO VI Bernadette Demillo; Maricris Laureta of the LYDO and LGOO V Jovette Genona served as facilitators during the virtual activity.
Among the topics discussed are the duties and functions of the SK and LYDC officials and the salient features and developments in the SK Reform Act of 2015.
Decentralization and Local Governance, SK History and its Salient Features, Local Legislation, Planning and Budgeting, and RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees and Latest Issuances relative to SK and LYDC were also tackled.
Apart from the SK Mandatory Training, the SK and LYDC officials are also set to undergo continuous learning activities. #
