The Regional Peace and Order Council–National Capital Region (RPOC-NCR) successfully convened its 1st Quarter 2026 Full Council Meeting on March 19, 2026, at the NCRPO Hinirang Multi-Purpose Hall in Camp Bagong Diwa, Taguig City, reaffirming its commitment to proactive governance, strengthened collaboration, and responsive peace and security strategies across Metro Manila.

Chaired by Muntinlupa City Mayor Rozzano Rufino B. Biazon, the Council brought together key national government agencies, local chief executives, law enforcement authorities, and development partners to align priorities and address emerging challenges for the year ahead.

In his direction-setting message, Mayor Biazon emphasized the urgency of unified, intelligence-driven, and forward-looking strategies, particularly in preparation for the 2026 ASEAN Summit. He underscored the need for seamless inter-agency coordination to ensure both national security and public convenience, positioning the NCR as a capable and globally competitive host. 

As the vice-chair and lead coordinating agency, Head Secretariat of the Regional Peace and Order Council of the National Capital Region, DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, oversaw the proceedings by steering agenda formulation, supervising documentation, and harmonizing policy recommendations, action points, and resolutions. The Council efficiently approved the previous minutes and adopted the day’s agenda, allowing for in-depth discussions on regional security priorities.

The Council also tackled critical developments impacting national and regional stability, including security implications of the ongoing Middle East crisis, reinforcing the need for vigilant monitoring, contingency planning, and responsive support systems for affected Filipinos.

The meeting covered key matters related to maintaining peace, safety, and security, including updates on current conditions, preparedness measures for major public observances, and assessments of potential risks. It also highlighted the importance of coordinated efforts among agencies, the implementation of public safety initiatives, and the advancement of inclusive and community-based peacebuilding programs, particularly for vulnerable and at-risk sectors.

The Council likewise advanced institutional strengthening measures, including the presentation of RPOC-NCR representatives to the National Police Commission (NAPOLCOM) Regional Appellate Board and the proposed reorganization of the Council to enhance operational efficiency and responsiveness.

Significant resolutions were adopted during the meeting, covering security preparations for major national events, strategic responses to global developments, community-based peace initiatives, and the approval of the RPOC-NCR reorganization and its strategic framework for 2026–2028.

The meeting concluded with a Summary of Agreements outlining actionable commitments among member-agencies, reinforcing accountability and ensuring sustained coordination through the Council’s Secretariat and Special Action Committees.

As the NCR faces a dynamic and evolving security landscape, the RPOC-NCR stands firm in its mission to uphold peace, order, and public safety through decisive leadership, whole-of-government collaboration, and community-centered approaches.
