
The Regional Peace and Order CouncilâNational Capital Region (RPOC-NCR) convened its 3rd Quarter Interim Full Council Meeting, at the Hinirang Hall at Camp Bagong Diwa in Taguig City on September 16, 2025. The Full Council Meeting was led by Vice Chairperson Police Major General Anthony A. Aberin and Head Secretariat and DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, reaffirming the governmentâs unwavering commitment to good governance, transparency, and the rule of law.
In the opening message, PMGEN Aberin delivered strong guidance to the Council, emphasizing that corruption has no place in public service and must be combated through collective action, vigilance, and discipline. âThe fight against corruption is not merely a campaign,â Aberin stated, âit is a moral and civic obligation.â
He further stressed the importance of preserving peace and order, particularly in times of civic demonstrations, while underscoring the governmentâs duty to uphold the constitutional rights to peaceful assembly and expression, in balance with the imperative to prevent unrest or violence.
DILG Undersecretary for Peace and Order and Senior Official of the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) for the Philippines, Nestor Bautista Sanares, underscored the significance of the upcoming ASEAN Summit.
âAs the Philippines prepares to host ASEAN 2026 next year, our priority remains steadfast, ensuring security, as well as strengthening our emergency preparedness and response mechanisms. This upcoming event presents an opportunity to showcase our resilience, discipline, and unity, but also demands heightened vigilance to ensure a safe and credible hosting that reflects our commitment to regional and international security. We all have a role to play,â he said.
Key meeting highlights include peace and order updates and special action committee reports which presented key initiatives and policy proposals, including the support for the Philippinesâ Hosting of the ASEAN Summit 2026, Student Safety and Security Plan of Action by DepEd-NCR, Utilization of Fire Code Fee Shares by BFP-NCR, and the adoption of Jail Contraband Ordinance by BJMP-NCR.
Regional Director Agustin expressed sincere gratitude to all participating agencies and stakeholders for their active involvement and unwavering support. She commended their continued collaboration and steadfast commitment to maintaining peace, order, and the overall welfare of the community.
The meeting was formally adjourned following the approval of the previous meeting’s minutes and adoption of all resolutions discussed. The 3rd Quarter Interim Full Council Meeting of the RPOC-NCR concluded with a renewed pledge to uphold integrity, transparency, and accountability in public service, anchored by the collective resolve of its leaders and partners to preserve peace and order in the National Capital Region.
