The DILG-NCR spearheaded the focal persons’ orientation on the Road Clearing Validation Guidelines last January 25.
Salient points of the DILG Memorandum dated January 19, 2021, re Guidelines for the Conduct of Validation of LGU Compliance with Road Clearing, and the lineup of validation activities from February 16 to March 3, 2021, was tackled.
Road clearing operations focal person LGOO V Engr. Lea V. Evangelista of DILG NCR Local Government Monitoring and Evaluation Division (LGMED) led the discussion, which covered the Regional Validation Team’s composition, regional inter-agency collaboration, and presentation of findings to LGUs.
For NCR, the validation shall cover LGUs’ compliance to road clearing implementation and prohibition of tricycles, pedicabs, and motorized pedicabs from operating along national highways under DILG MC No. 2020-145 and DILG MC No. 2020-036, respectively.
NCR LGUs shall implement partial implementation of road clearing. The level of road clearing implementation follows the community quarantine category of the region. NCR, which is under General Community Quarantine (GCQ), falls under partial implementation of road clearing as provided under the mentioned DILG memorandum.
Key personnel of DILG-NCR, representatives from National Capital Region Police Office (NCRPO), Bureau of Fire and Protection – NCR, Department of Public Works and Highways-NCR Metropolitan Manila Development Authority (MMDA) compose the validation teams.
The validation teams will be selecting three to 10 roads to assess within an LGU and shall determine whether road obstructions exist along or within the entirety of the selected roads; the validation team will also determine the validation schedule.
Field offices were also reminded to submit required pre-validation forms.
The road clearing efforts are a follow-through to President Duterte’s order to DILG during his fourth State of the Nation Address to oversee the actions taken by the LGUs in clearing road obstructions and reclaiming public roads. #
