
The closing plenary of Day 2 of the NEO PLUS Training Program focused on leadership, governance, and strategic public investment, offering practical approaches to strengthen local government performance and service delivery across the National Capital Region.
Department of Budget and Management (DBM) Local Government and Regional Coordination Bureau (LGRCB) Director Atty. Ryan S. Lita opened the session with his presentation on Breaking the Cycle of Poverty through Strategic Investments in Children. He highlighted the importance of using data to guide public finance decisions, noting that while dependence on the National Tax Allotment (NTA) varies across regions, sustained local income generation and prioritization of social services are critical for long-term development. Dir. Lita urged officials to focus on efficiency, service convergence, and investments that directly benefit the next generation, framing child-focused initiatives as a cornerstone of sustainable governance.
Building on the theme of strategic leadership, Dr. Gary Ador Dionisio, Associate Professor and Dean at De La SalleâCollege of Saint Benilde, emphasized the role of urban diplomacy in local governance. He illustrated how strategic engagement and soft power enable NCR leaders to navigate complex economic, social, and geopolitical challenges while fostering a metropolitan identity that strengthens the regionâs presence on the global stage.
DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, in her discussion on Philippine Local Governance and Excellence in Public Service, inspired officials to lead with vision, integrity, and dedication. She highlighted leadership as a responsibility to transform communities and meet public expectations. By emphasizing capacity building, fiscal discipline, and human resource development, she encouraged officials to turn plans and budgets into tangible services, strengthen institutions, and leverage governance tools to ensure results-driven performance.
The plenary concluded with closing remarks from DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, who encapsulated the key lessons into three guiding principles: clarity of direction, integrity in service, and collaboration across sectors. She encouraged leaders to pursue both immediate and long-term reforms, strengthen networks, and lead with transparency and responsiveness to build resilient, inclusive, and future-ready communities across the NCR.
With participants sharing reflections and insights throughout the program, NEO PLUS demonstrated its value as a platform for learning and dialogue, highlighting the importance of capacity development initiatives in equipping leaders to deliver meaningful and measurable impact to their communities.
