The Regional Peace and Order Council–National Capital Region (RPOC–NCR) successfully convened its 2025 4th Quarter Interim Full Council Meeting, presided over by Muntinlupa City Mayor Rozzano Ruffino “Ruffy” B. Biazon as Chair, with the Department of the Interior and Local Government–NCR (DILG–NCR) providing strategic leadership through the RPOC Secretariat and inter-agency coordination.

In his opening remarks, Mayor Biazon underscored the critical role of unity among local government units (LGUs), law enforcement agencies, and national government partners in safeguarding Metro Manila, particularly during the holiday season and major religious and public events. He emphasized that peace and order efforts are most effective when grounded in cooperation, preparedness, and shared accountability.

As the vice-chair and lead coordinating agency, DILG–NCR Regional Director Maria Lourdes L. Agustin, CESO III, steered the proceedings by facilitating agenda-setting, documentation, policy recommendations, and the consolidation of action points and resolutions. The Council efficiently approved the minutes of the previous meeting and adopted the day’s agenda, paving the way for substantive discussions on regional security priorities.

The Council received comprehensive briefings from the National Capital Region Police Office (NCRPO) on the implementation of the Ligtas Christmas Campaign, holiday road safety and traffic accident prevention measures, and preparations for Oplan Traslacion 2026. Representatives from the Minor Basilica and National Shrine of Jesus Nazareno also provided inputs to ensure the safe and orderly conduct of the annual religious event.

Following deliberations, the Council adopted resolutions encouraging LGUs and concerned agencies, through DILG–NCR coordination, to support the Ligtas Christmas Campaign, enhance road safety and traffic management during the holiday season, and undertake preparatory measures for a peaceful and orderly Traslacion 2026, as well as discussions from the NICA–NCR, BFP-NCR, and the DILG-NCR RPOC Secretariat covering the region’s security situation and related concerns, fire safety measures during the holiday season, and updates on the designation of RPOC–NCR representatives to the NAPOLCOM Regional Appellate Board, guidelines on Civil Society Organization (CSO) membership, and the proposed schedule and hosting of RPOC–NCR meetings for CY 2026, respectively.

Mayor Biazon lauded DILG–NCR for its steadfast leadership in ensuring the smooth conduct of the meeting and for harmonizing the efforts of national agencies and LGUs. In turn, DILG–NCR reaffirmed its commitment to support the Chair and the Council through policy guidance, monitoring, and sustained inter-agency collaboration.

“The outcomes of today’s meeting reflect our shared resolve to keep the National Capital Region safe, secure, and resilient,” Mayor Biazon said. “With DILG–NCR’s leadership and the collective action of our partners, we are confident in our preparations for the challenges ahead.”
