
The Department of the Interior and Local Government – National Capital Region (DILG-NCR) joined the City Government of Mandaluyong during its ceremonial recognition of the city’s outstanding performance for 2025 in the Manila Bay Clean-up, Rehabilitation and Preservation Program (MBCRPP) and the Lupong Tagapamayapa Incentives Awards (LTIA) on April 13, 2026, Monday.
As part of the LGU’s Monday Flag Raising Ceremony, DILG–NCR awarded two symbolic checks to Barangay Plainview in recognition of its achievement as the 2025 National Winner and NCR’s Regional Nominee under the LTIA. These are proof of the barangay’s exemplary efforts in advancing community-based dispute resolution and strengthening access to justice at the grassroots level.
In her message, DILG Mandaluyong Officer-in-Charge City Director Kathleen Sibal-Tungcul stated that such audits are not mere compliance mechanisms, but serve as clear standards of good governance for barangay services. Further, she noted that the true measure of effective governance lies in the improved quality of life of constituents.
“Ang antas ng pamumuhay ng mga Mandaleño ang tunay na sukat [namin] ng mabuting pamamahala”.
DILG–NCR Regional Director Maria Lourdes L. Agustin, CESO III, commended the city for its strong performance, citing Mandaluyong’s ranking as second in the Regional Local Government Units Compliance Assessment (LGUCA) under the MBCRPP for Performance Year 2025 as well. She likewise lauded Barangay Plainview’s national recognition for the LTIA, describing the barangay as a benchmark of excellence for effective grassroots justice.
For her part, Mayor Carmelita “Menchie” Abalos shared Mandaluyong’s continued pursuit of national recognition in both the LTIA and MBCRPP, while reiterating her promise to improve the living conditions of informal settler families, particularly in Barangay Addition Hills.
The Mayor also took the opportunity to remind the public of health risks associated with environmental hazards, referencing the recent Navotas Sanitary Landfill Fire which currently affects the air quality of the region.
The Department has always been appreciative of the efforts of the NCR barangays in their discipline to improve their services continually, all to give a Matino, Mahusay, at Maaasahang public service.
