The DILG-NCR officially rolled out its revitalized curriculum for General Orientation Program and Review (GOPR) on February 23, 2026, through the Learning Enrichment for Apprentice Development and Readiness through Reorientation, Reflection, and Reassessment (LEAD-3R) Program. 

The LEAD-3R Program, which builds on a shift from a one-time, review-centric intervention to a dynamic, leadership formation-driven preparatory program, adopts a three-pronged strategy to enable the junior technical officers of the DILG-NCR to demonstrate intermediate proficiency in the prescribed competencies of Local Government Operations Officers (LGOOs). 

For two weeks, Component I of the program will prepare the prospective apprentices to understand and explain local governance concepts and processes in the context of local government operations, while deepening their appreciation of the Department’s mandate, core and shared values, and strategic directions. 

In her inspirational message, DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, emphasized the value of learning together as a community of public servants.

“Throughout your apprenticeship journey, we hope that you will embrace each task and every challenge as part of your growth as a Matino, Mahusay, at Maaasahang Kawani. But do not forget that you are a team. You must learn together, support one another, and draw strength from your shared lessons and experiences.”

As the LEAD-3R Program sets a renewed direction for apprenticeship in the DILG-NCR, it reaffirms the Region’s commitment to cultivating competent, values-driven, and future-ready Local Government Operations Officers. More than a preparatory course, the revitalized GOPR stands as a transformative journey that challenges junior technical officers to reflect deeply, grow collectively, and rise to the evolving demands of public service. Anchored on leadership formation and shared accountability, the program ultimately aspires to shape public servants who are not only technically proficient, but also steadfast in embodying the ideals of being Matino, Mahusay, at Maaasahang Kawani in every community they serve.
