The Department of the Interior and Local Government – National Capital Region (DILG-NCR) successfully convened the Final Regional Technical Working Group (RTWG) for the Open Government Partnership (OGP) Localization Program: Documentation of Open Government Practices of Local Government Units (LGUs) on September 12, 2025 at the Matino Room, DILG-NCR Regional Office.

The meeting marked the culmination of the documentation process that sought to capture and highlight LGU practices that embody the OGP core values of transparency, accountability, and citizen participation. 

The meeting was presided by the Regional Director and Chairperson of the RTWG, Maria Lourdes L. Agustin, CESO III, and was attended by the chiefs of DILG-NCR’s Finance and Administrative Division, Local Government Monitoring and Evaluation Division, and Local Government Capability Development Division. Also, present in the meeting were Department of Budget and Management – National Capital Region (DBM-NCR) Regional Director Ruby P. Muro and representatives from accredited CSOs namely, Advocacies in Praxis for Leadership & Community Development (Praxis), Bayan Family of Foundations, Inc. (BFF), Catholic Relief Services, Inc. (CRS), and Institute of Politics and Governance, Inc. (IPG). 

As background, the initiative incorporated the co-creation principle through the participation of the civil society organizations, specifically the DILG-NCR accredited CSOs, that took part as the RTWG members and CSO Partner-Documenter.

The meeting provided a venue to present the consolidated findings and outputs of the documentation process conducted across all 17 NCR LGUs. The IPG, serving as CSO Partner-Documenter, highlighted the common mechanisms, emerging trends, and exemplary LGU practices that uphold the OGP values and principles. Following the deliberations, the RTWG recognized the innovative and impactful practices of LGUs that can serve as reference and benchmark for OGP mainstreaming and institutionalization. 

The session concluded with the awarding of plaques of appreciation to the RTWG members and partners. The recognition served not only as a gesture of gratitude but also for the invaluable contributions of the partners in advancing participatory governance and fostering stronger collaboration for more responsive and inclusive local development.

Moving forward, the DILG-NCR will continue positioning the OGP Localization Program as a flagship initiative for open and participatory governance at the local level, highlighting the integration and mainstreaming of OGP principles, values, and practices into local development planning and governance, in general.
