
In a strong show of national and local government unity, Department of the Interior and Local Government (DILG) Secretary Juanito Victor C. Remulla led as Guest of Honor the ceremonial destruction of 287 confiscated open pipe mufflers, marking a decisive step in Valenzuela City’s intensified campaign against noise pollution and threats to public safety.
The Department of the Interior and Local Government–National Capital Region (DILG-NCR), represented by Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV, and Valenzuela City Director Sudi G. Valencia, CESO V, joined the City Government of Valenzuela in the activity held after the flag raising ceremony at the Valenzuela City Hall. The event was led by Mayor Weslie “Wes” Gatchalian and Valenzuela City Police Station (VCPS) Chief PCol Joseph Talento.
Also present were Metro Manila Development Authority (MMDA) Undersecretary Frisco San Juan Jr. and Land Transportation Office (LTO) Chief Asec. Markus Lacanilao, underscoring a strong whole-of-government approach toward building safer and more livable communities.
The destruction of illegal mufflers forms part of Valenzuela City’s “Safer City Initiative,” anchored on DILG Memorandum Circular No. 2026-029, which calls for strengthened local enforcement of ordinances that protect communities from disruptive and hazardous conditions. The operation directly responds to mounting complaints from homeowners’ associations and the Liga ng mga Barangay over excessive noise affecting the quality of life in residential areas.
Aligned with Land Transportation Office (LTO) standards, the Valenzuela Traffic Management Office (TMO) enforces the 99-decibel limit through the use of calibrated decibel meter readers, ensuring that violators are properly identified and apprehended.
Secretary Remulla underscored the tangible impact of the initiative, citing a 15% reduction in crime incidents from March 4 to May 4 since its implementation. He emphasized that firm, consistent enforcement—coupled with responsive local governance—does not only reduce noise disturbances but also strengthens community safety, especially for women and children.
The activity also featured the presentation of the Valenzuela City Safer City Accomplishment Report, showcasing sustained gains in peace and order, and demonstrating how proactive, data-driven interventions can translate into safer, quieter, and more secure communities.
More than a symbolic act, the destruction of these illegal mufflers sends a clear and uncompromising message that the government will act decisively against threats that undermine peace, order, and the everyday well-being of communities. Anchored on strong leadership, data-driven enforcement, and active citizen engagement, Valenzuela City’s Safer City Initiative stands as a model of how unified action can deliver real, measurable results.
Moving forward, DILG-NCR reaffirms its commitment to empowering local governments to sustain these gains, ensuring that every community is not only heard, but protected, and able to thrive in a safer, quieter, and more livable environment.
