
The Department of the Interior and Local GovernmentâNational Capital Region (DILG-NCR) Office of the Regional Director (ORD) conducted a hands-on training for its Information System Analysts (ISAs) to enhance their capacity in managing and supporting key digital platforms that strengthen legal assistance, governance services, and personnel development at the DILG-NCR Regional Office on October 15, 2025.
The training focused on two major systems: the LegalCARES program and the Inventory of Means of Verification (MOVs) under the Capacity Development Registry.
LegalCARES is DILG-NCRâs legal assistance and referral program, specifically designed to provide timely and relevant legal support to the DILG-NCR Field offices. It helps address legal concerns through expert guidance and efficient coordination, thereby promoting legal compliance and good local governance.
The ISAs were also trained on managing the inventory of capacity development means of verification (MOVs), a tool within the Capacity Development Registry that logs all capacity development activities attended by DILG-NCR personnel. This system ensures a well-documented, transparent, and accountable approach to tracking competency-building efforts within the organization.
Importantly, both LegalCARES and the Capacity Development Registry serve as vital support mechanisms to the DILG-NCR Local Governance Resource Center (LGRC), a hub that provides services such as multimedia information, capacity development, networking, and knowledge management within the DILG-NCR’s processes to support local government units (LGUs) in achieving excellence and innovation. With improved technical management of these systems, the LRGC is better equipped to deliver responsive and data-driven support to its stakeholders.
Through this training, DILG-NCR reinforces its commitment to innovation, good governance, and excellence in public service, by ensuring its people and systems are capable, connected, and responsive to the evolving needs of local government.
