
The Department of the Interior and Local Government – National Capital Region (DILG-NCR) expressed full support to the City of Valenzuela’s campaign on Anti-Online Sexual Abuse and Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM).
Committed to upholding the rights and welfare of children and strengthening community-based child protection mechanisms, the City of Valenzuela formally launched its Anti-OSAEC and Anti-CSAEM Program on February 18, 2026 at the Valenzuela City Hall.
Vice Mayor Marlon Paulo C. Alejandrino emphasized the City’s strengthened efforts on Anti-OSAEC and Anti-CSAEM, highlighting the implementation of the City Ordinance No. 1185, series of 2024 which provides mechanisms for prevention, reporting, victim support, and accountability among establishments and stakeholders, aligned with Republic Act No. 11930.
The City of Valenzuela inked a Memorandum of Agreement with the International Justice Mission (IJM) Philippines to formally establish their partnership to co-create solutions to protect children from online sexual exploitation and build trauma-informed networks of care.
In support of strengthened compliance, the City also launched its e-Learning Management System for the Mandatory Anti-OSAEC and Anti-CSAEM Compliance Orientation which requires business establishments, particularly internet cafés, remittance centers, and similar entities, to undergo a structured orientation as part of business permit issuance and renewal processes.
The DILG recognizes the pivotal role that Local Government Units play in localizing efforts against OSAEC and CSAEM through the enactment of ordinances, institutionalization of community-based child protection programs, and provision of holistic rehabilitation and reintegration services for victims.
DILG-NCR affirms its commitment to continuously assist LGUs in strengthening child protection systems, enhancing policy implementation, and fostering multi-sectoral partnerships to combat OSAEC and CSAEM.
