The Department of the Interior and Local Government–National Capital Region (DILG-NCR), reinforced its commitment to sustainable governance by successfully conducting the Workshop on the Formulation of Energy Efficiency and Conservation Plans (EECP) on April 30, 2026, at the Matino Room of the DILG-NCR Regional Office in North Avenue, Quezon City. In attendance joining the DILG-NCR were contingents from the DILG Central Office, DILG CALABARZON, DILG MIMAROPA, and DILG Region V.

In welcoming the officials from the Department of Energy, Regional Director Maria Lourdes L. Agustin, CESO III, emphasized the importance of sustained commitment in advancing energy efficiency initiatives, stating that energy efficiency is not a one-time output but a continuous, realistic, and impactful endeavor that requires consistent action and accountability. “Today, we  are here to co-create a practical and meaningful Energy Efficiency and Conservation Plan (EECP). One that is grounded on data, responsive to our actual operations, and aligned with national sustainability goals,” Regional Director Agustin stated.

The technical sessions and workshop proper were facilitated by officials from the Department of Energy (DOE), namely Senior Supervising Science Research Specialist John Levi M. Mecca; Supervising Science Research Specialist Dwane Darcy D. Cayonte; OIC Supervising Science Research Specialist Ms. Anabel M. Elmaga; OIC Senior Science Research Specialist Jairus Drei Geronimo; and Science Research Specialist II Aira D. Baluyut. The DOE team delivered comprehensive lectures, guided participants through step-by-step EECP formulation processes, and provided hands-on coaching during breakout sessions to ensure the practical application of concepts and tools.

The activity convened designated energy focal persons and coordinators across the region to strengthen institutional capacity and advance the implementation of the Government Energy Management Program (GEMP). It aimed to equip participants with the technical knowledge and practical tools necessary to develop, implement, and monitor effective EECPs within their respective offices.

Central to the workshop was the recognition of energy efficiency as a strategic and cost-effective approach to reducing environmental impact while optimizing government operations. Discussions focused on key components of EECP development, including energy consumption assessment, baseline data generation, identification of energy-saving opportunities, and the integration of energy-efficient technologies. Participants were likewise oriented on monitoring and reporting mechanisms to ensure compliance with existing energy efficiency and conservation policies and standards. Through interactive and application-based sessions, participants were able to craft and enhance their respective EECPs, which are expected to serve as actionable roadmaps toward achieving measurable energy savings and improved operational efficiency.

In closing, Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV, echoed the value and long-term implementation of the said workshop for the Region. “The real value of today’s workshop will be measured not by the outputs we have produced, but by how consistently we implement them.
