
The Department of the Interior and Local Government–National Capital Region (DILG-NCR) reinforced its commitment to efficient, high-quality public service delivery through the two-part conduct of an Orientation on Strengthening Completed Staff Work (CSW), bringing together personnel from the Local Government Monitoring and Evaluation Division (LGMED), Local Government Capability Development Division (LGCDD), Finance and Administrative Division (FAD), and Office of the Regional Director (ORD) in the Matino Room of the DILG-NCR Regional Office in North Avenue, Quezon City on May 6 and May 13, 2026.
The initiative aligns with DILG Circular 2026-010, which institutionalizes CSW in the processing and evaluation of requests for policy direction, issuances, authorizations, and other approvals, reinforcing that excellence in staff work is a standard expected of all personnel.
In her opening message, DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III underscored that while CSW is not a new concept, it remains a fundamental discipline that defines the quality, efficiency, and reliability of work in government service. She emphasized that every staff member, whether performing administrative or technical functions—plays a crucial role in shaping sound and timely decisions through the outputs they produce.
“Your outputs are not just routine requirements; they are essential inputs that guide decision-makers. Completed Staff Work ensures that what reaches management is already thorough, validated, and ready for action,” Regional Director Agustin said.
She also highlighted the vital role of secretariat personnel in committees, noting that the effectiveness of any committee largely depends on the quality of its secretariat. From facilitation and documentation to the formulation of recommendations, adherence to CSW principles ensures that committees perform efficiently and deliver meaningful results.
Regional Director Agustin further stressed the urgency of adopting CSW practices amid emerging challenges such as the oil crisis and other pressing concerns, where leadership requires concise, well-analyzed, and decision-ready recommendations. “Management does not always have the luxury of time to go through lengthy narratives. What we need are clear, concise, and shovel-ready options that can be acted upon with confidence,” she added.
The orientation featured subject matter experts from across DILG-NCR who provided practical guidance on applying CSW principles in various work processes. For Day 1, LGOO V and Chief-of-Staff Mary Rose Bernadette Mabato-Hilario discussed the Overview of DILG Circular 2026-010 on Completed Staff Work in the Processing and Evaluation of Requests for Administrative Policy Direction, Issuances, Authorizations, and Other Approvals, emphasizing the standards and protocols expected in staff work. Meanwhile, Planning Officer Theresa Marie L. Hipe led the session on the Preparation of Secretariat Documents and Submission of Reports for Executive and Internal Committees, highlighting the importance of accuracy, completeness, and timeliness in committee support.
Subsequent sessions held on the second day of the orientation further deepened participants’ competencies in report preparation. LGOO III John Benedict J. Asuncion discussed the Preparation of Post-Activity Reports for Capacity Development Activities, focusing on clarity, relevance, and actionable insights, while LGOO III Rex Alec B. Naldo tackled the Preparation of Monitoring and Other Special Reports, underscoring the need for analytical and results-oriented reporting.
In her closing remarks, DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV, commended participants for their active engagement and reaffirmed the importance of continuously improving the quality of work within the organization. She expressed appreciation to the resource persons from the different divisions of the regional contingent of DILG-NCR for sharing their expertise, and acknowledged the steadfast support of the Regional Director in advancing capacity development initiatives, particularly for personnel providing secretariat services.
Assistant Regional Director Baltazar-Cortez emphasized that CSW goes beyond technical compliance, reflecting the deeper responsibility of public servants in ensuring informed decision-making. She highlighted that every report, document, and recommendation contributes to transparency, accountability, and institutional credibility. Calling on participants to consistently practice CSW, she urged them to be more intentional in analysis, precise in writing, and disciplined in documentation.
“The quality of our work reflects the quality of our organization. Every well-prepared staff work and properly documented action strengthens the reputation of DILG-NCR as a professional, reliable, and high-performing institution,” ARD Baltazar-Cortez said, as she encouraged everyone to uphold a culture of excellence, accountability, and professionalism.
The activity concluded with a renewed call for all personnel to internalize CSW as part of their daily work culture, anchored on ownership, precision, and readiness for action, toward strengthening governance and public service delivery across the National Capital Region.
