The Department of the Interior and Local Government – National Capital Region (DILG-NCR) successfully conducted the Enhanced Disaster Online Reporting Management System (E-DORMS) Rollout on September 30, 2025 at the Philippine Public Safety College (PPSC) Heroes Hall.

The activity gathered cluster heads and DRRM focal persons from DILG-NCR Field Offices, who were oriented on the features and functionalities of the enhanced system. Resource persons from the DILG Central Office Disaster Information Coordinating Center (CODIX), namely DMO II Richard T. Agustines and DMO I Marc Reyvin T. Laminero, served as key facilitators of the rollout.

The morning session provided an overview of the current DORMS and the improvements introduced in the enhanced version (Version 5), while the afternoon was dedicated to a simulation exercise (SIMEX). Field officers practiced inputting real-time data on weather conditions, preparedness levels of LGUs, presence of local chief executives and barangay officials, pre-emptive and ongoing evacuations, suspension of classes and work, state of calamity declarations, and the operational status of critical infrastructure such as roads, bridges, ports, dams, power, and water utilities.

Field officers also raised clarifications on technical aspects such as encoding evacuation data, proof of service, road and bridge categorization, and inclusion of airports and seaports in monitoring. CODIX committed to refining the system further and providing official guidelines to standardize reporting across field offices.

The E-DORMS is an upgraded reporting and monitoring platform designed to streamline real-time data submission from the field to the regional and central offices of the DILG during severe weather events and other disaster situations. Building on the original Disaster Online Reporting Management System (DORMS) launched in 2014, it enhances LGU preparedness monitoring under the Operation L!STO protocols.

Through the E-DORMS, reports submitted by Field Offices are automatically consolidated, enabling the Regional Office to generate situational reports for the Central Office. This system ensures faster decision-making, timely public advisories, and stronger accountability in the Department’s disaster monitoring and response.

With the successful rollout, DILG-NCR reaffirmed its commitment to harnessing technology for real-time monitoring, accurate information management, and coordinated disaster response, ensuring that decision-makers at all levels act on timely and reliable data to safeguard communities.
