The Project Development and Management Unit (PDMU) of the Department of the Interior and Local Government Unit – National Capital Region (DILG-NCR) successfully concluded the year with SIKAP 2025, themed “Prioritizing Incomplete Program Execution and Aligning Strategic Priorities for FY 2026,” held last December 9, 2025, at the City Garden Suites Manila in Ermita, Manila. The activity was attended by DILG-NCR Field Officers, together with representatives from various Local Government Units (LGUs) across the region.

The Strategic Insights and Knowledge Assessment and Planning (SIKAP) is an annual culminating activity that assesses the Department’s project performance and key accomplishments for Fiscal Year 2025. It also aimed to strengthen coordination with DILG Field Offices and Local Government Units (LGUs) by aligning ongoing programs and identifying priorities for the Fiscal Year 2026.

Local Government Capability Development Division (LGCDD) Chief Luigi D.C. Pilarta opened the activity with a welcoming message, highlighting PDMU-NCR’s steady growth over the years, which culminated in its recognition as one of the top performing regional offices in the 2025 National SubayBAYANI Awards. In his speech, DC Pilarta encouraged the government personnel to actively engage in the year-end review, developing strategies to implement programs effectively and address key challenges in the coming year.

“In this year-end review, we will reaffirm our commitment to delivering programs with renewed spirit. Through this integrative approach, we ensure the success of our vision for a more resilient, sustainable, and well-managed Metro Manila in Fiscal Year 2026,” DC Pilarta added.

Following this, PDMU Chief Dennis R. de Paz outlined the activity, presenting its objectives and a detailed overview of the program proper. Chief de Paz underscored the importance of completing locally funded projects, particularly those under the Local Government Support Fund—Financial Assistance to LGUs (LGSF-FALGU) and Green, Green, Green Program (LGSF-G3P)—as well as the Local Infrastructure Monitoring and Evaluation for the 20% Development Fund (LIME-20).

Engineer III Mikee C. Miranda led the discussion on the status of FY 2022–2025 LGSF-FALGU and FY 2024–2025 G3P projects. Similarly, PEO III Jaybee M. Dulin provided a status update on FY 2022-2024 LIME-20 projects. During the presentation, they provided a detailed breakdown of these projects, including completion and delivery rates of each LGU. They urged the participants to ensure compliance with both the physical and documentary requirements to complete these projects.

Subsequently, PDMU Information Systems Analyst III Lawrence C. Caraig facilitated the enrollment workshop of the LGSF-FALGU, G3P, and LIME-20 projects. During the workshop, ISA III Caraig provided an in-depth guide on how to enroll, update, and validate these projects and submit their documentary requirements in the SubayBAYAN portal. He also encouraged the enrollment of FY 2025 locally funded projects to ensure their seamless compliance.

Engineer III Myza B. Dialoja provided an update on the ongoing Infrastructure Audit (IA) across the 17 LGUs in Metro Manila. In her discussion, Engr. Dialoja provided an overview of the Harmonized IA Tool (HIAT) and presented the latest findings from the ongoing infrastructure assessments. She emphasized the key challenges encountered and proposed strategies to further strengthen the conduct of the IA in the region.

Chief de Paz presented the AGSIKAP 2025 roadmap, outlining the seven sessions conducted throughout the year and their respective objectives. He also showcased the success of the first session of Project AGSIKAP 2025, which focused on gender mainstreaming in infrastructure development. 

During the session, Chief de Paz announced the forthcoming launch of the Project AGSIKAP Caravan in 2026, an initiative designed to bring the Department’s programs closer to LGUs across the region. The Caravan will serve as a culminating activity that consolidates all AGSIKAP sessions regionwide, reinforcing policies, distributing information, education, and communication (IEC) materials, and providing project management coaching at both the LGU and barangay levels.

To conclude the year-end session, Chief de Paz delivered his closing message, expressing gratitude to the attendees for their active participation during the discussion. He noted that their dedication to public service has been instrumental to the Department’s achievements. He also conveyed optimism that the next year will bring new opportunities to elevate the standards of urban governance and project development in NCR.

The Department remains committed to monitoring local projects across the region, ensuring their timely completion and the achievement of intended outcomes. Through the SIKAP 2025, it aimed to align ongoing initiatives and develop strategies in preparation for the year ahead.
