In line with the Department of the Interior and Local Government’s (DILG) commitment to promoting transparency, accountability, and excellence in local governance, the Office of Project Development Services (OPDS) facilitated a coordination meeting with the Project Development and Management Unit–National Capital Region (PDMU-NCR) in preparation for the conduct of the FY 2026 SubayBAYANI Finalists Validation via Zoom Platform on August 3, 2026.
The coordination meeting was spearheaded by Assistant Division Chief Russell H. Adalla of the DILG-OPDS Project Monitoring and Evaluation Division (PMED), who led discussions on the operational framework, validation protocols, timelines, and inter-office coordination mechanisms for the upcoming field validation activities. The meeting likewise served as a formal onboarding session for the newly appointed PDMU-NCR Chief Ronald R. Portales, providing him with a comprehensive orientation on the SubayBAYANI Awards Program, its field validation process, and the pivotal role of PDMU-NCR in ensuring the initiative’s successful implementation. Recognizing the significance of the Unit’s mandate, PDMU Chief Portales affirmed PDMU-NCR’s commitment to further strengthening project monitoring and evaluation efforts across the National Capital Region by fostering closer collaboration with the DILG Central Office, DILG Field Offices, and local government units in advancing transparent, accountable, and results-driven local governance.
As part of its mandate, the DILG continuously enhances governance performance and ensures the efficient delivery of services by supervising local government units (LGUs), conducting performance oversight, and implementing awards and incentives that recognize exemplary governance practices. Among these initiatives is the SubayBAYANI Awards Program, a flagship recognition program that highlights outstanding local government units for demonstrating transparency, accountability, and excellence in local project management and implementation. A vital component of the awards process is the confirmation and validation of results to support the final selection of awardees.
Through the Office of Project Development Services (OPDS), in partnership with DILG Regional and Field Offices and select consultants, the Department will undertake the FY 2026 SubayBAYANI Field Validation by reviewing the Most Significant Change (MSC) Stories as part of the awards nomination process. These narratives capture transformative outcomes and significant improvements resulting from local development initiatives, providing qualitative evidence that complements quantitative performance indicators and offers a more comprehensive assessment of project impact.
The coordination meeting underscored the importance of strong collaboration in implementing governance programs that recognize innovation and excellence in local government. It likewise reaffirmed DILG’s commitment to equipping newly designated officials with the knowledge and guidance necessary to effectively carry out their responsibilities in support of the Department’s strategic priorities.
The latter part of the coordination meeting featured an open forum that centered on strengthening the SubayBAYANI Portal validation process, with both the OPDS and PDMU-NCR personnel exchanging insights and recommendations to further enhance the system’s functionality and efficiency. Discussions focused on streamlining the portal’s validation mechanisms to make data encoding and submission more convenient for local government units (LGUs), while ensuring the timely generation of accurate, complete, and relevant information. The open forum also emphasized the importance of continuously refining the portal to support project monitoring and evaluation, reduce reporting burdens on LGUs, and facilitate more responsive decision-making throughout the validation process. The collaborative exchange underscored the Department’s commitment to leveraging digital innovations that improve data quality, strengthen accountability, and promote more efficient governance across all levels of local administration.
By advancing a more streamlined, user-friendly, and data-driven validation system, the coordination meeting initiative seeks to make data submission more accessible for local government units while ensuring the timely generation of accurate, reliable, and relevant information for project monitoring and evaluation. The PDMU-NCR remains committed to driving innovations that improve program implementation, reinforce evidence-based decision-making, and uphold the Department’s standards of transparency, accountability, and excellence in local governance.
