
The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through its Project Development and Management Unit (PDMU), successfully carried out the orientation on the enhanced features of the SubayBAYAN portal in its seventh session of AGSIKAP 2025, held at Ibis Styles Araneta City, Cubao, Quezon City, on September 11, 2025.
The session brought together SubayBAYAN encoders, and Local Government Support Fund (LGSF) and the Local Infrastructure Monitoring and Evaluation-20% Development Fund (LIME-20) focal persons from the DILG Field Offices and the 17 NCR local government units (LGUs). The learning session focused on strengthening the monitoring and evaluation of locally funded projects by guiding the LGUs on the recent enhancements of the SubayBAYAN system. Moreover, it aimed to facilitate LGUs in their enrollment of all local infrastructure projects under the FY 2025 LIME-20.
DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, commenced the session with her welcoming remarks, elaborating on the vital role of the SubayBAYAN system as a centralized platform that ensures streamlined, transparent, and accountable project monitoring in the region. Noting the AGSIKAP sessions gaining national recognition, RD Agustin believed that this seminar is essential in ensuring that the SubayBAYAN encoders are capable of navigating the online portal for their local projects.
âThe active participation of our LGUs in encoding, validating, and regularly updating project data remains essential in ensuring the reliability and integrity of our monitoring and evaluation efforts. Hindi lamang po ito simpleng proseso ng pag-uulat, ito ay mahalagang bahagi ng pagbuo ng mga polisiya at pagdedesisyon na may saysay at direksyon,â RD Agustin remarked.
Following this, DILG-NCR PDMU Chief Dennis R. de Paz outlined the objective of the session, where he noted the session served for LGUs to be fully informed of the changes and new features of the online portal. Additionally, Chief de Paz recognized this event as an opportunity to enroll new projects in the SubayBAYAN system and to ensure the completion of ongoing initiatives from previous years.
The discussion proper began with a status update on locally funded projects from FY 2022-2025 by PDMU Engineer III Mikee C. Miranda, where she presented the list of all Local Government Support Fund-Financial Assistance to Local Government Units (LGSF-FALGU) projects of the region. Subsequently, PDMU PEO III Jaybee M. Dulin reported a status update on the FY 2022-2025 local projects under LIME-20. They reported the current status of these projects, detailing the completion rates of each LGU and identifying the local undertakings that still require compliance. They both expressed optimism in working closely with the LGUs to ensure the successful completion of these projects.
OIC Supervising Economic Development Specialist Justin C. Pagaduan of the DEPDev-MES Infrastructure Sector Division facilitated the reorientation on the Regional Project Monitoring and Evaluation System (RPMES) Reporting Forms. In his discussion, OIC Pagaduan emphasized the vital role of RPMES in overseeing government-led programs and projects. He also gave an overview of the RPMES Forms 1 to 4, explaining their purpose, the key information required, and the agencies tasked with preparing them. Despite the recent enhancements of the portal, OIC Pagaduan emphasized that these RPMES forms remain essential for project compliance in the SubayBAYAN system.
The discussion shifted to an overview of the omnibus guidelines and the SubayBAYAN system, led by OIC Assistant Division Chief Russell H. Adalla of the DILG-OPDS Project Monitoring and Evaluation Division (PMED). OIC-ADC Adalla highlighted the DILG Memorandum Circular (MC) No. 2024-134, along with the roles of LGUs in the monitoring and evaluation of local projects. OIC-ADC Adalla then provided a walkthrough of the revamped SubayBAYAN System, highlighting its new interface and updated features.
To cap off the discussion, a training workshop for FY 2025 SubayBAYAN Portal enhancements was conducted for all LGUs, giving them the opportunity to put into practice the lessons they gained from the session. The workshop was facilitated by Development Management Officer IV Jeffrey Raymond Rodriguez, and Information Systems Analyst II Alfred Jeremy Hernandez of the DILG-OPDS PMED, along with the PDMU technical team. Overall, the workshop provided LGUs with an avenue to address their technical concerns and enroll their ongoing infrastructure projects into the SubayBAYAN system.
Acting Division Chief Luigi D.C. Pilarta of the Local Government Capability Development Division (LGCDD) concluded the day-long session by expressing gratitude to the LGUs for their active participation and for demonstrating their commitment to grasping the discussion. He reiterated the importance of the improved SubayBAYAN portal in the LGUs’ commitment to ensuring a responsive, transparent, and accountable project implementation in NCR.
The Apprising Government Employeesâ Skills on Infrastructure Projects and Knowledge on Monitoring and Evaluation, and Performance (AGSIKAP) serves as the Departmentâs flagship capacity-building platform, designed to equip LGUs with the technical knowledge needed to effectively carry out project monitoring and evaluation in the region. In its seventh session, AGSIKAP focused on capacitating public servants to utilize modern tools and platforms, ensuring the completeness and compliance of their local initiatives.
