
On November 25, 2025, the DILG-NCR Regional lnformation Communication and Technology Unit (RICTU), conducted an orientation on DILG Memorandum Circular No. 2O25-1O4: Guidelines on the lmplementation of the Local Government Unit Support System-Barangay lnformation Management System (LGUSS-BIMS).
The activity was attended by the Barangay Secretaries, Barangay Treasurers, and other barangay staff involved with the creation, maintenance, and archiving of barangay documents. The Barangay Information Management System (BIMS) aims to aid the barangays nationwide by streamlining and improving the efficiency of their day-to-day operations, focusing on the management of specific tasks related to barangay administration. lnformation System Analyst I (lSA l) John Mark G. Vergara provided an overview of the system and cited legal bases for its creation. He discussed one of the key features of the system, the Records on Barangay lnhabitants (RBl), as an essential barangay demographic data that will help the local government units to plan, develop, and implement programs for its constituents. He added, that the RBI data is interlinked with the other features of the BIMS, thus, enhancing the service delivery of the barangay officials and staff.
On the other hand, Communication Management Technologist ll (CMT ll) Patrick Ben Briones discussed the modules on Barangay Ordinances and Resolution System (BORIS), Barangay Clearance and Certification lnformation System (BCCIS), and Katarungang Pambarangay lnformation System (KPIS). The Barangay Ordinances and Resolution System (BORIS) allows the barangay to create and publish barangay issuances such as barangay ordinances, resolutions, and executive orders. The issuance of barangay clearances and certiflcates can be made available in the Barangay Clearance and Certification lnformation System (BCCIS) which is interlinked with other sub-systems. The Katarungang Pambarangay lnformation System (KPIS) will be the barangay’s database on the Katarungang Pambarangay (KP) cases filed to the Lupong Tagapamayapa. An overview of the key features of the Barangay Asset Management System (BAMS), Barangay Disaster Resilience lnformation System (BDRIS), and Barangay GAD Plan and Budgeting Monitoring System (GADPBMS) were discussed by Communication Management Technologist ll (CMT ll) Carl Matthew Sarmiento.
The orientation concluded with a call for barangay officials and staff to actively adopt and maximize the LGUSS–Barangay Information Management System as a vital tool for good governance. Through the effective use of BIMS and its interconnected modules, barangays are expected to enhance records management, improve service delivery, and support data-driven planning and decision-making. DILG-NCR reaffirmed its commitment to continuously provide technical assistance and capacity-building initiatives to ensure the successful implementation of digital governance reforms at the barangay level.
