
Demonstrating its strong commitment to advancing disaster resilience and enhancing the readiness of local government units in Metro Manila, the DILG-NCR actively participated in the Disaster Risk Reduction and Management (DRRM) Executive Course for Local Chief Executives and DRRM Council Members conducted by the Office of Civil Defense (OCD) – NCR on November 25, 2025, at Novotel Manila Araneta City, Quezon City.
As a key partner of OCD-NCR and the capacity-building institution that exercises general supervision over LGUs in the region, DILG-NCR’s involvement underscores its proactive role in strengthening DRRM systems, ensuring that plans and operations at the local level remain aligned with national frameworks and emerging best practices.
The specialized managerial training covered critical DRRM competencies such as the Philippine DRRM System, Local DRRM Plan, Contingency Plan, Public Service Continuity Plan (PSCP), Incident Command System (ICS), Emergency Operations Center operations (EOC), Pre-Disaster Risk Assessment (PDRA), and Rapid Damage Assessment and Needs Analysis (RDANA). These modules are essential in enhancing strategic decision-making and crisis leadership among DRRM actors.
The course aimed to reinforce understanding of the legal bases, concepts, and application of DRRM in the Philippines; equip participants with DRRM tools to support sound, evidence-based decision-making; and strengthen applications of DRRM principles in the participants’ respective leadership and operational roles.
DILG-NCR’s strong representation in this executive training further demonstrates its commitment to continuously upskilling its workforce and supporting the region’s 17 LGUs in building safer, more resilient communities.
Among the graduates proudly representing DILG-NCR were DILG Las Piñas City Director Patrick Megia, DILG Marikina OIC City Director Raymond Gerard de Asis, DILG Mandaluyong Cluster Head Czarina Del Espiritu Santo, LGMED Assistant Division Chief Marlon Clyde Camilon, LGMED Section Chief Maricor Dayandante, and DILG-NCR Regional DRRM Focal Person Mervin Angelo Tumada.
Their completion of this course enhances DILG-NCR’s institutional capability to guide, capacitate, and support LGUs in implementing robust DRRM programs, further solidifying the region’s collective commitment toward preparedness, safety, and resilience.
