
The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through its Manila Bay Clean-up, Rehabilitation and Preservation Program – Project Management Team (MBCRPP-PMT), successfully hosted the conduct of the 1st Quarter Manila BAYanihan Data Capture Form (MB-DCF) Online System Simultaneous Validation on April 20–22, 2026, at Hotel Lucky Chinatown, City of Manila.
The three-day activity brought together MB-DCF Focal Persons from the MBCRPP Program Management Office (PMO) of the DILG Central Office and the Regional Program Management Teams (PMTs) of the National Capital Region, Region III, and Region IV-A. The activity aims to check, verify, and validate data submitted by the Local Government Units (LGUs) within the Manila Bay Region. The quarterly report covers LGU accomplishments on the Liquid Waste Management (LWM), Solid Waste Management (SWM), and the Management of Informal Settler Families (ISF).
In her welcome message, DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III emphasized that the MB-DCF Online System is a critical governance tool. She highlighted that, beyond compliance, the system enables LGUs to generate reliable data, which informs policy decisions, strengthens program implementation, and enhances coordination with national government agencies. She further explained that the platform transforms data into actionable insights, fostering accountability and driving measurable progress.
The three-day activity engaged technical discussions on MBDCF-OS encoding protocols, documentation standards, and system navigation. Validation sessions ensured reported data was accurate and consistent with supporting documents, identified operational challenges faced by LGUs, and recommended system improvements. This initiative strengthens transparency, data integrity, and results-based monitoring for environmental programs in the Manila Bay Region.
