
In celebration of its 37th Founding Anniversary, the Department of the Interior and Local Government–National Capital Region (DILG–NCR) formally launched its updated Public Service Continuity Plan (PSCP) and Earthquake Contingency Plan (CP), a landmark initiative underscoring the agency’s commitment to resilient and uninterrupted governance even amid disasters.
The unveiling took place as part of the anniversary observance, and was led by Regional Director Maria Lourdes L. Agustin, CESO III, Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV, Finance and Administrative Division Chief Edgar A. Pacaño, Jr. with representatives from the Office of the Regional Director (ORD), Finance and Administrative Division (FAD), Local Government Monitoring and Evaluation Division (LGMED), Local Government Capability Development Division (LGCDD), and field office contingents all in attendance. Their collective participation highlighted the Department’s unified approach to institutional preparedness and continuity of essential services in times of crisis.
The updated plans were finalized during a capacity-building and planning workshop held from September 22–25, 2025, at the Chalet Hotel in Baguio City. The activity was facilitated by Ms. Jan Rose Carganilla-Bravo, Science Research Specialist II of the Department of Science and Technology–National Capital Region (DOST–NCR), and served as a strategic venue for refining DILG–NCR’s operational continuity framework in the face of a major seismic event.
Through collaborative discussions, key representatives from all regional divisions conducted a thorough review of existing protocols and systems. The resulting revised PSCP and Contingency Plan feature an enhanced impact analysis that identifies critical services, infrastructure vulnerabilities, and personnel dependencies—enabling realistic scenario planning, especially in preparation for the projected “Big One” earthquake scenario that could affect Metro Manila.
The launch of the updated PSCP and Earthquake Contingency Plan stands as a testament to DILG–NCR’s whole-of-office commitment to disaster resilience and continuity of governance. As the region continues to navigate complex urban challenges, the agency reaffirms that true resilience begins with foresight, collective responsibility, and an enduring dedication to serve the public, no matter the circumstances.
