The Department of the Interior and Local Government–National Capital Region (DILG-NCR) convened the first in a series of activities for the 2025 Anti-Drug Abuse Council (ADAC) and Peace and Order Council (POC) Performance Audit through an orientation held at Marco Polo Ortigas Manila, Pasig City on September 12, 2025.

The activity marked the start of the regional audit process, which aims to assess the functionality and effectiveness of local councils and recognize LGUs with exemplary performance, guided by DILG Memorandum Circular 2025-087 on the ADAC Performance Audit and the draft DILG Memorandum Circular on the 2024 POC Performance Audit.

Resource persons from the Bureau of Local Government Supervision (BLGS) led the technical discussions. Ana Karina S. Tirao, Project Development Officer III of SPOC-PMO, LGRD-BLGS, presented the parameters of the POC Performance Audit, followed by a simulation on the POPSP PCMS facilitated by Jahn Marco D. Suguitan, Information Technology Officer I, SPOC-PMO, LGRD-BLGS.

For the ADAC Performance Audit, Darren P. Guiang, Project Development Officer III, PADS-PMO, BLGS, discussed the provisions of MC 2025-087, while Daniel A. Caminade, ISA, PADS-PMO, demonstrated the ADAC-FMS as the official audit tool. Atty. Anjelo D. Saturnino, Head of the Philippine Anti-Illegal Drugs Strategy Project Management Office (PADS-PMO), was also present to provide additional guidance during the discussions.

Concerns raised during the orientation centered on the uniformity of audit indicators vis-à-vis the varied contexts of LGUs, such as differences in the number of barangays to be assessed. These inputs will serve as important references for future clarifications and supporting guidelines.

The orientation is the first in a series of activities for the 2025 ADAC and POC Performance Audit in NCR, with the document review and final deliberation scheduled in the coming months.
