The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through the Local Government Monitoring and Evaluation Division (LGMED), successfully conducted the 2025 Local Legislative Awards (LLA) Regional Orientation on August 14, 2025, Thursday.

The virtual rollout was attended by the Sanggunian Panlungsod of the 17 NCR Local Government Units (LGUs), DILG-NCR Field Officers, members of the Regional Awards Committee (RAC), and the Bureau of Local Government Supervision (BLGS) of the DILG.

In her opening message, DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez initiated that Sanggunian ordinances, in shaping legislation within cities and communities, directly affect communities.

“Ang bawat desisyon at polisiya na ginagawa ng Sanggunian ay may direktang epekto sa kalidad ng pamumuhay ng ating mga komunidad,” ARD Baltazar-Cortez said.

Local Government Operations Officer III Rex Alec B. Naldo of the DILG-NCR Local Government Monitoring and Evaluation Division presented the challenges and opportunities for improvement based on the results of the 2023 LLA assessment. Meanwhile, Assistant Division Chief Kieth Lagmay of the Bureau of Local Government Supervision (BLGS) Local Government Relations Division (LGRD) discussed the indicators and guidelines for the 2025 LLA.

The discourse between the DILG and the Sanggunian representatives focused on indicator requirements, including documentation of Sanggunian proceedings, submission of ordinances to national government agencies, and assessment of innovations. Field Officers also shared recommendations to improve the indicators and called for a more inclusive recognition in the 2025 LLA.

In her closing remarks, LGMED Acting Division Chief Marda Alina Dumaoang-Acoba stated the Sanggunian’s role as a cornerstone of local governance.

“Ang Sangguniang Panlungsod at Bayan ay importanteng haligi ng ating lokal na pamahalaan. Sa kanila nagmumula ang mga ordinansa at resolusyon na nagiging gabay at legitimacy ng bawat programa, proyekto, at inisyatibo sa lokal na pamahalaan,” she said.

Concluding the rollout, the Department will now prepare for the on-site assessment, targeted for mid-September 2025 and continuing through October 2025.

The LLA recognizes past compliance and best practices, empowering LGUs to better serve their citizens through the consistent creation of local laws that drive positive community change.
