
The Department of the Interior and Local GovernmentâNational Capital Region (DILG-NCR), in active partnership with the City Government of Pasig, played a key role in the formal launch of the 2023 Seal of Good Local Governance Incentive Fund (SGLGIF) Project dubbed Education on Wheels. The inauguration ceremony was held on September 17, 2025, at Rosario Boulevard, Barangay Rosario Annex, beside the Hunters ROTC Center. DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, and DILG Pasig City Director Visitacion C. Martinez, CESO V, were present to represent the Department and express their support for the initiative.
In her message, RD Agustin emphasized the importance of ensuring equal opportunities for all learners, âAng malasakit at dedikasyon ng bawat isa ay patunay na sa Pasig, walang naiiwan at bawat isa ay may karapatang matuto at umasenso,â RD Agustin mentioned.
The activity was spearheaded by the City Social Welfare and Development Office (CSWDO) of Pasig headed by Ms. Ma. Teresa âTessaâ O. Briones, City Government Department Head II, who delivered the welcome remarks and provided the background of the project. Also in attendance was Dr. Norlyn D. Conde, Educational Program Supervisor of the Schools Division Office â Pasig City, who delivered a message in support of the program.
Gracing the ceremony were Pasig City Mayor Hon. Victor Ma. Regis N. Sotto, Vice Mayor Hon. Robert Vincent Jude âDodotâ B. Jaworski, Jr., and Councilor Hon. Ma. Luisa âAngeluâ De Leon, Chairperson of the Committee on Childrenâs Welfare, Family Empowerment and Spiritual Affairs, together with members of the Sangguniang Panlungsod.
The ceremony was highlighted by messages of support from attending officials, followed by the ribbon-cutting, unveiling, and blessing of the mobile education vehicle. It concluded with a live learning session with children, demonstrating how the program will be implemented.
The Education on Wheels project responds to the need for accessible and inclusive education by delivering learning opportunities directly to underserved communities across Pasig. Through mobile classrooms equipped with educational materials and staffed by trained personnel, the initiative seeks to provide street children with informal educational opportunities and a supportive environment for learning. Funded through the 2023 SGLGIF, the Education on Wheels project is set to benefit all 30 barangays of Pasig City. Sustainability measures have also been established, with provisions for maintenance and operating expenses under the cityâs annual budget.
The Seal of Good Local Governance Incentive Fund supports LGUs that exemplify transparency, accountability, and service excellence by financing projects that sustain reforms and enhance the quality of life in their communities. This initiative underscores the collaborative efforts between the City Government of Pasig and the DILG National Capital Region in advancing inclusive and equitable education at the grassroots level.
Through its oversight and continued support, DILG-NCR ensures that the implementation of the Seal of Good Local Governance Incentive Fund (SGLGIF) remains aligned with national standards of good governance, transparency, and social impact. As a regional partner, DILG-NCR plays a crucial role in guiding and empowering local government units to deliver innovative and responsive programs that uplift communities and promote the welfare of every Filipino, especially the most vulnerable.
