The Department of the Interior and Local Government–National Capital Region (DILG-NCR) reaffirmed its commitment to ensuring disaster preparedness and coordinated response among local government units (LGUs) during the Regional Inter-Agency Coordinating Cell (RIACC) meeting convened by the Office of Civil Defense–National Capital Region (OCD-NCR) to discuss possible effects brought by Tropical Cyclone Inday on July 10, 2026.

Held at the Metropolitan Manila Development Authority (MMDA) Emergency Operations Center in Pasig City, the meeting gathered key national government agencies and response clusters to discuss updates and preparedness measures amid the combined effects of Tropical Cyclone Inday and the enhanced Southwest Monsoon (Habagat).

DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III reported on the proactive measures undertaken by LGUs across Metro Manila, emphasizing heightened coordination, prepositioning of resources, and activation of local disaster risk reduction and management councils. She underscored the critical role of local governments as frontliners in ensuring community safety and resilience during weather disturbances.

The meeting was led by OCD-NCR Regional Director George F. Keyser and MMDA Metropolitan Public Safety Office (MPSO) Head Atty. Crisanto Saruca Jr., with participating agencies presenting their respective preparedness initiatives.

The MMDA reported that all 73 pumping stations in Metro Manila are fully operational as part of flood mitigation efforts, alongside the deployment of 1,334 personnel to support emergency response operations. The Department of Public Works and Highways (DPWH) likewise confirmed the activation of its disaster and incident management teams for immediate response to infrastructure-related concerns.

Meanwhile, the NCR Command assured readiness of mobility assets and personnel for rapid deployment, while the Bureau of Fire Protection–NCR (BFP-NCR) reported that resources have been strategically prepositioned in flood-prone and high-risk areas to ensure swift response.

In line with these efforts, DILG-NCR, through its Local Government Monitoring and Evaluation Division (LGMED), intensified real-time monitoring and coordination by activating its Emergency Operations Center (EOC) and Disaster Online Reporting and Monitoring System (DORMS) at the Regional Office in North Avenue, Quezon City. The Regional Office mobilized duty officers to keep track of LGU preparedness and response, while Field Offices maintained close coordination with their respective LGUs to monitor local conditions and ensure the timely implementation of disaster response measures. This strengthened monitoring mechanism supports seamless information flow, situational reporting, and evidence-based decision-making across the region.

DILG-NCR continues to actively coordinate with concerned agencies through platforms such as the RIACC to ensure a whole-of-government approach and a unified, timely, and effective response to any potential impacts of Tropical Cyclone Inday, in line with its mandate to promote safe, adaptive, and disaster-resilient communities.
