The Human Resource Development by Progressing Excellence in Nurturing Empowered Technical Officers (HRD PrE-NEO): Capability Enhancement on Local Development Planning Fundamentals officially concluded on June 19, 2025, Thursday, with a teaching demonstration on the preparation of the Comprehensive Development Plan (CDP), facilitated by select DILG-NCR Field Officers.

LGOO III Anthony O. Samar of DILG Taguig, LGOO VI Rhodelia A. Dioneo of DILG Mandaluyong, and LGOO VII/Cluster Head Atty. Raymond P. Alcantara of DILG Quezon City presented Steps 1 and 2, which focuses on organizing and mobilizing the planning team, as well as revisiting existing plans and reviewing the LGU vision.

Following this, LGOO III Raynald Kiel Lagmay of DILG Parañaque, LGOO VII/Cluster Head Maria Isabel D. Bunag of DILG Malabon, and LGOO VII/Cluster Head Clarissa B. Omamos of DILG San Juan discussed the process of preparing the ecological profile and preparing the needed implementation instruments under Steps 3 and 5.

Finally, LGOO III Abram Paul S. Hernandez of DILG Pasay, LGOO VII/Cluster Head Leah B. Peralta of DILG Quezon City, and LGOO VII/Cluster Head Czarina G. Del Espiritu Santo of DILG Mandaluyong covered the process of preparing the Local Development Investment Program (LDIP), which comprises Step 4 of the CDP preparation.

Serving as panelists, Cluster Heads Marcelina B. Mojica of DILG Pasay, Elsie H. Castillo of DILG Las Pinas, Imelda D. Basilio of DILG Paranaque, and Agnes A. Bandilla of DILG Manila commended the presenters and  shared key recommendations to further improve the facilitation of highly-technical training. 

Prior to the exercise, Capacity Development and Technical Assistance Section (CDTAS) Chief Rhona Grace D. Perola of LGCDD led a brief discussion on the formulation of the LGU CapDev Agenda. 

The successful conduct of the four-day training marks a significant step toward enhancing the competencies of DILG-NCR Field Officers, particularly in the field of local development planning, ensuring their readiness to effectively guide LGUs in formulating strategic, data-driven, and inclusive development plans.
