
The Department of the Interior and Local Government issued DILG Memorandum Circular No. 2026-012, entitled “Omnibus Guidelines for the Conduct of Barangay Assembly Day on Any Saturday or Sunday of March and October Every Year,” pursuant to Section 397 of Republic Act No. 7160 and Proclamation No. 599.
The Omnibus Guidelines prescribe comprehensive procedures for the conduct of the assembly, including the roles and responsibilities of the Punong Barangay, Sangguniang Kabataan Chairperson, and other concerned officials and offices. It also outlines required materials and references such as the official theme, communication collaterals, monitoring templates, online monitoring links, prescribed formats, reporting schedules, and other necessary documentation.
The Barangay Assembly, conducted twice a year, serves as a vital mechanism for transparency, accountability, and participatory governance at the grassroots level. It requires barangay officials to report to their constituents on the utilization of funds, implementation of programs and projects, and other significant developments within the community. It likewise provides a venue for open dialogue on pressing local concerns, including peace and order, environmental management, waste management, and other community issues, thereby strengthening citizen engagement in local decision-making processes.
All barangays are enjoined to strictly and faithfully conduct the Barangay Assembly within the prescribed months. Failure to comply may result in administrative liability pursuant to Section 60 of Republic Act No. 7160 and other applicable laws, rules, and regulations.
