In its continuous pursuit of strengthening technical capabilities in support of local governance, the Department of the Interior and Local Government–National Capital Region (DILG-NCR) conducted a comprehensive training for its Information System Analysts (ISAs) under the Regional Information and Communications Technology Unit (RICTU) of the Office of the Regional Director (ORD) at the Matino Room of the DILG-NCR Regional Office in North Avenue, Quezon City from September 29, 2025 to October 10, 2025.

The training aimed to equip the ISAs with a deeper understanding of DILG-NCR’s key digital platforms and communication tools, enabling them to better support program implementation and capacity development initiatives across the region. The modules covered included:

  • LegalCARES – DILG-NCR’s legal assistance and referral program designed to aid local government units (LGUs) with timely and relevant legal support.  LegalCARES aims to strengthen legal compliance and promote good local governance by addressing the legal concerns of LGUs through expert guidance and coordination;
  • Barangay Information Management System (BIMS) – a centralized digital platform for efficient barangay-level data management, reporting, and monitoring. The BIMS enhances data accuracy and accessibility, enabling evidence-based planning and decision-making at the grassroots level;
  • Document Management System (DMS) – an internal tool that promotes effective document control, digital archiving, and streamlined office workflows. The DMS ensures faster document retrieval, improved records management, and enhanced operational efficiency across offices;
  • Basic Photography – a practical module aimed at enhancing visual documentation skills, particularly in support of the DILG’s efforts in strategic communication and storytelling. This training component empowers ISAs to capture compelling images that highlight the human side of governance through human-interest stories, showcasing the real-life impact of DILG-NCR programs on communities.

As part of the Local Governance Resource Center (LGRC) initiative, this training supports DILG-NCR’s commitment to innovation, knowledge sharing, and responsive local governance. The Information System Analysts, through their technical expertise and communication roles, will help translate capacity development efforts into accessible information and multimedia resources that benefit both internal operations and external stakeholders.

Through initiatives like this, DILG-NCR continues to strengthen its Local Governance Resource Center as a dynamic hub for knowledge creation, technology-driven solutions, and capacity development. By nurturing a culture of innovation and collaboration, the LGRC empowers local government units and stakeholders to make data-informed decisions, implement sustainable reforms, and deliver more effective public services. Anchored by a strong LGRC, the DILG-NCR reinforces its commitment to driving transformative local governance across the National Capital Region.
