
The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through its Local Government Monitoring and Evaluation Division (LGMED), officially convened the Regional Awards Committee (RAC) for the 2025 Local Legislative Awards (LLA) on Friday, September 5, 2025, at the DILG-NCR Regional Office.
The session marked the start of the regional evaluation process that will assess the performance of the 17 NCR local sanggunians in legislative output and the implementation of local ordinances and resolutions.
The convening was led by Regional Director Maria Lourdes L. Agustin, CESO III, Chairperson of the RAC. Also present was BFAR-NCR Regional Director Dr. Noemi Lanzuela, D.F. Tech, representing the Department of Agriculture BFAR-NCR.
Participating agencies include the Department of Environment and Natural Resources â Environmental Management Bureau (DENR-EMB), the Department of Budget and Management â NCR, the Department of Social Welfare and Development (DSWD), the Vice Mayorsâ League of the Philippines (VMLP), and the Metro Manila Councilors League (MMCL).
The meeting equipped RAC members with detailed information on the assessment protocols, timeline, and criteria, in preparation for the on-site evaluations scheduled from September 23 to October 9, 2025.
DILG-NCRâs LLA Team, led by LGOO V Arnie Paquiz, provided the overview and context of the LLA, outlining expectations and potential challenges ahead. LGOO III Rex Alec Naldo presented the sub-criteria and indicators for evaluation, followed by an open forum that allowed committee members to raise clarifications and recommendations.
Among the key points raised were suggestions to create a knowledge product highlighting outstanding local legislation across NCR LGUs, proposed by RD Agustin, and the refinements to the innovation indicator discussed by representatives from BFAR and DSWD.
The LLA, over the years, has always aimed to recognize exemplary performance in local legislation, focusing not just on the quantity of ordinances passed but on their relevance, responsiveness, and effective implementation.
As preparations for field assessments begin, the NCRâs RAC solidifies its goal: to ensure policies at the city and municipal level translate into meaningful impact for communities.
